Džaferović: Schmidt didn't remove the blockades, but reduced the constitutional position of Bosniaks

SARAJEVO, April 28 (FENA) - Vice-President of the Party of Democratic Action (SDA) and a delegate in the House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina, Šefik Džaferović, believes that the amendments to the Constitution of the Federation of Bosnia and Herzegovina imposed by the Hight Representative, which concern the appointment of the Government of the Federation of BiH, are aimed at reducing political rights of Bosniaks as a constituent people in the Federation of BiH, as well as that these changes did not permanently remove the blockades in the formation of the FBiH executive power.

He points out that the factual situation after yesterday is such that the Government of the Federation cannot be appointed without the consent of the President of the Federation who is from the Croat people and can be without the Vice President of the FBiH from the Bosniak people, which, he states, is deeply unconstitutional, because they, according to the Constitution, should have equal rights, since Bosniaks and Croats, as constituent peoples.

"Schmidt suspended this principle, and thus the Washington Agreement, which has caused enormous damage, which is reflected in the frustration that the Bosniak people feel, and the full consequences will be visible only in the period ahead of us," said Džaferović in a press release.

He claims that the goal of these changes was to eliminate one political party from the process of forming the government.

"Nowhere in the world is the Constitution designed with this goal in mind, and in this sense it can be determined, without hesitation, that the HR in a certain way adjusted the results to the political coalition he prefers - the HDZ and the Troika, thereby introducing deep distrust in the political system.

It is scandalous that, wanting to eliminate one party, Schmidt resorted to reducing the rights of a people. Because whoever is in the position of Bosniak vice-president of the Federation of BiH today, whichever party he comes from, would not have the same rights as the president from the Croat people, and that is the essence," emphasized Džaferović.

He also claims that with yesterday's changes, Schmidt did not permanently remove the blockades in the process of forming the government.

"To anyone who has read the decision, it is quite clear that after 2026, e.g. the (vice) president of the Federation of BiH, who will have the support of 14 delegates in the club of the constituent people from which he comes, will be able to block the formation of the government, exactly as Marinko Čavara did during the past four years," he said.

He also recalled the statement of the HR on October 2 when he said that he removed the blockades in the formation of the government, which turned out to be incorrect, and that he repeated the same after yesterday's decision. It is quite clear from the decisions, as Džaferović claims, that Schmidt once again did not tell the truth, thereby calling his credibility into question.

"For me personally, as well as I believe a huge number of Euro-Atlantic-oriented BiH patriots, this move by the OHR and the international community is a disappointment. After we have cooperated in the past four years, fighting for the continuation of the NATO path in BiH, as well as to preserve the constitutional order, a completely unexpected and irrational change came.

The international community did not turn against Milorad Dodik, who is destroying the Dayton Agreement and the constitutional order, nor did it turn against the HDZ, which, according to international officials themselves, blocked the election of the FBiH Government and judges of the Constitutional Court for four years. Instead, a comprehensive attack was launched on the political status and reputation of those who stood to protect the constitutional order, peace and Euro-Atlantic orientation of the country.

The question is what kind of message is being sent and what kind of behavior is being encouraged by all this. I am afraid that we are entering a period of extremely serious uncertainty, and I call on the Bosniak people and all BiH. patriots to be careful, responsible and united in the challenges ahead," said Džaferović.
