SARAJEVO, February 14 (FENA) - The budget is a key document of every government and for this new convocation of the Council of Ministers of Bosnia and Herzegovina it would be very important to adopt it as early as possible, said in an interview with FENA the Minister of Finance and Treasury of BiH Zoran Tegeltija (SNSD).
In the process of negotiations on the formation of a new state government and coalitions in the time after the October general elections, the issue of adopting the budget crystallized as one of the key ones, the minister emphasizes, because they ensure the smooth functioning of state institutions.
"Then it was emphasized that Bosnia and Herzegovina should have adopted this year's budget by the end of the first quarter. If there is will and the government functions, and surprises are always possible, the budget could be adopted by March 31," the minister believes.
A large part of the work on the preparation of this year's budget was already completed last year, says Tegeltija and adds that the budget was almost prepared, but they did not comment on it because it lacks a basic element, which is how many funds will be available in 2023. year.
However, the most important part of the work has been completed, and that is the adoption of the Framework Budget Document, also all budget users have submitted their budget requests and it remains for the Fiscal Council, which consists of the Prime Ministers and Ministers of Finance of the entities and the Chairman of the Council of Ministers of BiH and the Minister of Finance and Treasury of BiH, to adopt Global fiscal framework.
Since information appeared that Zoran Tegeltija should be the new director of the Indirect Taxation Authority, he says in an interview with FENA that the only thing that was discussed was that the mandate should go to a representative from the Serb people and the SNSD, but not about names.
"This year will be 20 years since the establishment of the ITA, and during that period the directors were from among the Bosniak and Croat people. In 2009, ITA's Board of Directors nominated me as director, but I was never appointed. So anything can happen with appointments within the BiH Council of Ministers," says Tegeltija.
The executive-intelligence committee, which consists of the chairperson of the Council of Ministers of BiH Borjana Krišto (Croat Democratic Union - HDZ), Tegeltija and the Minister of Foreign Affairs of BiH Elmedin Konaković (NiP) who replaces the Minister of Defense Zukan Helez (Social Democratic Party - SDP), sat yesterday when the appointment of the new leadership of the Intelligence and Security Agency (OSA) was discussed.
Tegeltija says that it has been agreed that the committee will establish a proposal for a new leadership that will be submitted to the Joint Parliamentary Commission for Oversight of the Work of OSA and the BiH Presidency, and after submitting their opinion, the proposal will be sent to the Council of Ministers for adoption.
