SARAJEVO, March 7 (FENA) - Last year, the Transparency International Legal Aid Center in BiH (TI BiH) received 1,629 calls from citizens who reported corruption and sought legal aid, and based on their applications, on its own initiative, TI BiH acted in 265 cases before the competent institutions.
Citizens most often pointed out irregularities in employment procedures and inaction of inspection bodies, while TI BiH filed the most complaints due to corruption in the field of public procurement and the occurrence of conflicts of interest.
TI BiH states that there has been a significant increase in the number of applications in the field of education, especially parents who suspected the political party's employment of teachers.
Apart from education, the number of reports of corruption in health care has also increased, and last year there was a reaction from the competent institutions in two major cases initiated by TI BiH. Due to illegal procurements of medical equipment from the Institute of Public Health of the Republika Srpska, there was an investigation and arrest of the director of this institution and other actors against whom TIBiH filed criminal charges.
As in previous years, the largest number of applications was related to the public administration sector, mainly to irregularities in the employment of civil servants, and 12 percent of applicants were classified as "whistle blowers", which is an increase of 4.5 percent compared to 2020.
They especially emphasize that because the law on the protection of "whistle blowers" has not been adopted in the FBiH yet, and where it exists, the perpetrators of corruption are still being persecuted. They also point out the case of Emir Mešić, who is facing revenge because he reported corruption in the Indirect Taxation Authority BiH, and the authorities refuse to provide him with protection. Before the Court of BiH, TI BiH received the status of an intervener in the court process in which Mešić sued his employer for discrimination.
Due to the refusal of public authorities to provide information of public importance, last year TI BiH initiated 17 administrative disputes.
