Čović: Federalism has no alternative

SARAJEVO, December 2 (FENA) - Dragan Čović, leader of the Croat Democratic Union in BiH (HDZ BiH), told reporters that, in today's round of talks at the European Union Delegation in Sarajevo, nothing was agreed yet, although "there was a lot on the table".

He expected that today, the key models "that we set before ourselves", primarily the models related to the houses of people and the Presidency of Bosnia and Herzegovina, would be agreed upon.

In the opinion of the HDZ, a possible next round of talks in ten to fifteen days would make sense, since it is a non-election year, he said.

"Our position is very clear and I am glad that it is understood - that the Croat people should elect their representatives where the Constitution defines it - these are the houses of peoples and the Presidency of Bosnia and Herzegovina, and I think that the majority of Bosniak representatives said that same thing yesterday. That it is not good for someone else to elect representatives for the Croat people. It was a little encouraging, but when it comes to defining how to do it, there are a lot of questions to be resolved," Čović told reporters.

According to him, "the legitimate representation of the constituent peoples has no alternative and is part of an agreement signed in Mostar."

"We have offered very clear solutions when it comes to the judgments of the Strasbourg Court and the Constitutional Court of Bosnia and Herzegovina so that the prefix which very clearly defines the provisions of the Constitution of BiH, namely the names of constituent peoples, to be accompanied with a prefix for a representative of those who do not declare themselves as constituent peoples. For example, on the ballot for the Presidency, for example from the Federation of BiH, where we have the Croat member, we suggest that the text should be - a member of the Presidency from the Croat people and those who do not declare themselves as constituent peoples. In other words, we have opened the door for everyone to be elected and to be nominated," said Čović.

He believes that "federalism has no alternative" and added that "fantasies about the civic concept" were not the topic today.

In his opinion, the next step should be about ways to improve some things in the Federation of BiH and the integrity of the election process.

One of the good ideas, in his opinion, was that the changes related to the House of Peoples and the Presidency of BiH be incorporated into the Constitution so that they do not need to be further elaborated.
