No agreement on establishment of a single digital Covid certificate system

SARAJEVO, September 29 (FENA) - Bosnia and Herzegovina still does not have a single digital certificate on the Covid status of BiH citizens, although the BiH Ministry of Civil Affairs started consultations with all levels of government on this issue in May.

FENA was told at the state-level Ministry of Civil Affairs, which has a coordinating role in the field of health, consultations have started with all competent institutions of all levels of government in the field of health, with the participation of the Agency for Identification Documents, Records and Data Exchange (IDDEEA) which established a single legal framework for the digital certification system in BiH.

Such confirmation would facilitate the free movement of citizens during the SARS-CoV-2 virus pandemic and effectively contribute to the gradual abolition of restrictions while achieving public health protection.

A meeting on this topic was held on June 22 with the representatives of the Delegation of the European Union to BiH. At the meeting, the conditions that must be met by each non-EU country for the recognition of national Covid-19 certificates within the EU were presented.

The BiH Ministry of Civil Affairs has prepared and submitted special information to the BiH Council of Ministers, but it has not yet been considered as necessary to make appropriate decisions regarding further work on the implementation of the technical solution for the introduction of the digital certification system in BiH.

As pointed out by the Ministry, all levels of government in the field of health, in the entire territory of BiH, are already issuing certain types of documents and certificates with the aim of proving the Covid-19 status of BiH citizens who travel, with an integrated QR code that follows the technical standards of the European Union.

Republika Srpska and Brčko District of BiH already have established for their areas records of citizens regarding their Covid status, and the possibility of issuing certificates with an integrated digital certificate for international recognition (QR code).

- So far, this has not been done for the territory of the Federation of BiH, so we have partial technical solutions implemented at the level of some cantons - the Ministry said.

They also note that the establishment of a single system for issuing Covid certificates in the Federation of BiH would greatly facilitate the final integration of existing databases and joining the EU green Covid certificate system.

Earlier, Feni was told that after determining the legal framework for the system for issuing Covid passports/Green Certificate for BiH citizens, it could be implemented throughout the country within 60 days at the latest.

However, it has not yet been officially reported that BiH citizens or other legal entities have major problems crossing the BiH state border with existing documents and certificates regarding their Covid-19 status.

The specimens of all certificates issued in BiH are being obtained, and they will be delivered to EU countries and others who have asked BiH to do so.

- In order to be able to manage the issuance or verification of Covid certificates from the state level, the consent of both entities and the Brčko District is needed, which the Ministry of Civil Affairs has been working on since May 2021 - the Ministry told FENA.

They emphasize that the Ministry of Civil Affairs will continue to undertake all necessary activities and hope for the support of all levels of government in the field of health in order to enable easier travel for BiH citizens in the transition period until the establishment of the system for verification of Covid passports/Green Certificate in BiH.
