Larson: Corruption is an existential threat to BiH

ZENICA, March 9 (FENA) - The Police Administration of the Ministry of the Interior of the Zenica-Doboj Canton has made available to the public all phases of the competition procedure for the recruitment of new police officers, stated the ZDC Police Commissioner Semir Šut at a presentation today at the ZDC Police Officers Training Center.

He mentioned that, in order to reduce the subjective evaluations of candidates, before the beginning of the ongoing competition procedure, they changed the Rulebook for hiring new police officers, and he believes that the procedure they are conducting is "a monumental and strong step towards transparency".

"What is very important to emphasize on this occasion is that we have succeeded in our intention to make this procedure one of the most transparent and fair competitions for hiring employees in Bosnia and Herzegovina. We not only want to enroll the 125 best candidates, we want to start changing the consciousness of both candidates and citizens, but also the holders of positions who decide on the admission of employees in BiH," said Šut.

He notes that about 1,400 candidates applied for the competition for the admission of 125 new employees, of which about 300, for unknown reasons, did not even take the test, while another 100 were excluded due to incomplete documentation.

The advisor for the fight against corruption in BiH, a United States official, Eric Larson expressed his satisfaction with the way of conducting the competition for the admission of new police officers in ZDC.

Larson reminded that he attended the recent physical fitness test of the candidates and expressed satisfaction that he was in Zenica again, and this time he pointed out that the fight against corruption can only succeed with the full engagement of citizens. He said that both he and the Government of the United States are ready to help in that fight.

"Today's event is a concrete example of a preventive approach to the fight against corruption and preventing it from happening in general. I believe that it should serve as a model of employment in police agencies in BiH at all levels of government," Larson pointed out.

"Corruption in the employment process is a plague that is destroying BiH," he underlined, and it is not just a matter of jobs being given to those who were not the best candidates for it.

"It's far more serious. Corruption is an existential threat to BiH, as the country is literally dying. Citizens are fleeing the country because they feel they can’t get a decent job without connections. Today's open, transparent recruitment process is an antidote to such fears as well," Larson stressed.

It is crucial, he says, that the police be free of corruption and separated from the political system of patronage.

"We need professional police, prosecutors and judges if we want to ensure accountability in the fight against corruption. The US government is proud to support this extraordinary initiative in the ZDC, which is just one of the anti-corruption initiatives in that canton. The USAID 'Justice Against Corruption' project has already been launched, and tomorrow we will have the main announcement of the increased US engagement in the fight against corruption in the ZDC," said Larson.
