Čović: Prevent further abuse of election process in Mostar by legal means

MOSTAR, December 30 (FENA) - President of the Croatian National Assembly (HNS) Dragan Čović sent a new letter to representatives of the international community in Bosnia and Herzegovina informing them that a criminal complaint was officially filed with the BiH Prosecutor's Office against the president and members of the BiH Central Election Commission on reasonable suspicion of having committed the criminal offense of abuse of office and negligent work in the service.

According to him, there are many elements of illegal and institutionally unacceptable actions that are being charged against them, many of which have been presented to them before, and new findings have been made that represent elements for criminal prosecution.

“These elements include a chronology of previous ‘failures’ that we warned about in a timely manner, and which evidently served as a preparation for the organized, planned and coordinated alienation of council positions in mostly Croat constituencies in favor of pro-Bosniak parties. In short, instead of celebrating the day of the Mostar elections together as a holiday of democracy, we witnessed inadmissible abuses and burglary, i.e. the joint criminal activity of the state institution of the Central Election Commission and Bosniak political entities that once installed their party henchmen in that institution, which created an illegal situation,” the letter points out.

Čović states that there isn’t even a need to emphasize how “dangerous and arrogant to take such actions that destabilize relations and bring unrest between Croats and Bosniaks in a city that is an example of a post-conflict local environment and that always requires a careful and delicate approach and balance.”

“Taking into account all the above, the elections are already deeply compromised in such a way that the enumerated irregularities and illegalities, which will certainly be the subject of court proceedings, cannot be corrected by persistent counting of votes. Due to the abundant evidence supporting the above indications, it is to be expected that the Prosecutor's Office and the Court will comment on the conspiratorial nature of the Central Election Commission's activities in conjunction with Bosniak political entities, primarily in terms of planned fictitious registration of Bosniak voters in majority Croat areas directly favored Bosniak political entities. Due to all this, we are faced with a real risk that the results of the elections, which are the epilogue of the joint manipulative-criminal activity in which the institution of the Central Election Commission in its current composition is involved, will be judicially and politically challenged. Such a thing certainly brings us back to the beginning of the process, but in a far worse position than we were in before the negotiations, which, I am deeply convinced, none of us wants,” Čović points out.

In a letter to the Head of the European Union Delegation to BiH Johann Sattler, High Representative Valentin Inzko, US Ambassador Eric Nelson, and OSCE Mission Chief Kathleen Kavalec, Čović urged them to closely monitor developments in order to “correct injustice through legal action in Bosnia and Herzegovina” and prevent further abuse of the election process in the City of Mostar.
