CCI: None of the local government units received a positive audit review

SARAJEVO, November 9 (FENA) - The Centers for Civic Initiatives (CCI) found that none of the local government units, out of 64 of those audited by the FBiH Audit Office in the last ten years, received a fully positive opinion on financial reporting and compliance with the law.

According to the CCI project coordinator Alen Čular, the FBiH Audit Office has audited 64 of the 80 local governments in the last ten years, while the remaining 16 local government units have not been subject to financial control.

In its reports, the Office made more than 1,600 recommendations to address the identified irregularities, but less than 45 percent have been fully implemented.

The findings of the Analysis of the Center for Civic Initiatives showed a concerning fact that they received negative opinions on 27 different occasions for financial reports or compliance with the law. A large number of local self-government units were audited only once, and only a small number were audited twice in that period.

"The most frequently violated law that we detected through the Analysis, researching the available data, is the Law on Budgets in FBiH and the Law on Public Procurement," he said.

There were also violations of employment under a temporary employment contract. As he emphasized, this can also be placed under a category of non-transparent employment.

"Continuous award of employment contracts for the same persons, being extended for a year or two - that is one of the growing pains of our system, showing the extent of this non-transparent employment in the institutions, as well as in local self-governments," he said.

The CCI found that local governments did not comply with the Law on Audit of the FBiH Institutions, according to which, after the auditor completes its work, they are obliged to create an action plan which they submit to the Audit Office. It states exactly what needs to be done in order for the observed irregularities, detected through the audit report, to be finally corrected.
