Better communication between citizens and local government through eCitizen app

SARAJEVO, May 6 (FENA) – Mobile application eCitizen that will facilitate communication between citizens and local authorities was developed as part of Municipal Environmental and Economic Governance (MEG) project funded by the Government of Switzerland and implemented by the United Nations Development Program (UNDP).

The primary purpose of the eCitizen mobile application is to enable easy and transparent communication between citizens and local government. The app allows citizens to submit a complaint or query to the local government in just five clicks, after which they receive a response from the administration within 48 hours. In addition, the eCitizen mobile application also aims to inform the public in unforeseen and emergency situations, such as service interruptions and service information.

“Citizens know best what they need, even more so in times of crisis. Active citizen is what we strive for in all projects supported by Switzerland. Through the eCitizen application, citizens have access to new ways of expressing their needs and concerns to local authorities in BiH. They are in a better position to become agents of change in their local community,” said Director for Cooperation at the Swiss Embassy in BiH, Barbara Dätwyler Scheuer.

She noted that eCitizen application is a joint initiative of citizens, public sector and IT industry in the country. As a global leader in the forefront of digital innovation, the Ambassador stressed that Switzerland will continue to cooperate with Bosnia and Herzegovina to share the benefits of new technologies for all.

The mobile app is customized for Android and iOS, and can be downloaded through the Google Play and App Store pages.

This software solution is also available as an online platform at www.ecitizen.ba. Modules for communication of citizens with councilors, module for public debates, module for preparation of sessions of council / assembly and similar will soon be active on the online platform. Additional features will only be available on the online platform.

“Local communities benefit from digital transformation when governments use technology and innovation to deliver better results. This new mobile application comes at one of the most challenging times that Bosnia and Herzegovina faces, and we at UNDP believe it comes when we need it the most,” said UNDP Resident Representative in BiH Steliana Nedera.

She believes that better communication with local governments is crucial in times of crisis and that eCitizen will enable two-way communication with local authorities, resulting in greater transparency, trust and accountability at the local level.

During March and early April 2020, the MEG Project organized several online training sessions for officials and IT administrators from all partner municipalities.

The eCitizen application is an example of a digital solution that enables public authorities in times of crisis to have better data, faster communication with citizens and more effective decision-making in the 18 partner municipalities and cities of the MEG Project. Following their pilot deployment, the same digital solutions can be deployed nationwide, UNDP said.
