Ćuzulan: BiH fails to meet the recommendations for Public Administration Reform

BANJA LUKA, February 12 (FENA) - Bosnia and Herzegovina today informed the European Commission that it has not yet complied with its earlier recommendations regarding the adoption of an innovated strategy for public administration reform, confirmed to FENA the Public Administration Reform Coordinator Dragan Ćuzulan.

He reminded that the document was supported by the Council of Ministers, the Government of the Federation of BiH and the Government of the Brčko District, but in order for it to be finalized it has to be adopted by all levels of government, specifically the remaining institution, the government of RS.

“Unfortunately, the RS Government did not give its support to adoption of this document, but it is encouraging to hear that the RS government could adopt a strategic framework in the next few weeks,” Ćuzulan said, during the break of the third meeting of the Special Assembly for Public Administration Reform between European Union and Bosnia and Herzegovina, organized by the Directorate for European Integration of BiH, held today in Banja Luka.

Due to the failure to adopt the strategic framework for the period 2018-2022, it is impossible to prepare a joint action plan for the implementation of public administration reform.

He added that for similar reasons, the Public Administration Reform Fund, from which joint projects of institutions are financed, is not functioning yet, and they are in delay when it comes to withdrawal of money from IPA funds.

“All the countries in the region have already adopted this strategy, are working on action plans, and are withdrawing certain amounts from IPA funds, for example Serbia has received EUR 90 million of direct budget support, and Montenegro has received 40 million euros,” said Ćuzulan.

At the same time, he added, BiH is in delay when it comes to public finance management reform and in this area as well, the RS government failed to adopt the envisaged strategy, unlike other levels of government.

“It is only when we obtain consent of the RS government, we can start with a full-fledged, state-level public finance management strategy,” Ćuzulan said, adding that the RS authorities said that they could finish the job within six months.
