Party for BiH - Serbian and RS gas market regulators' attack on BiH gas supply

FENA Press release

SARAJEVO, February 12 (FENA) - The Party for BiH said it had verified information that there is an ongoing coordinated activity of energy entities from Serbia and Republika Srpska, aiming to master the gas sector in FBiH, as well as gain full control over the only source of natural gas in BiH, the measuring-control station Zvornik.

As stated in the statement, regulators for gas markets from Serbia and Republika Srpska are unilaterally and unjustifiably imposing very high gas transport tariffs, which means that the costs of about seven million KM will increase to 18 million KM, and in case of accepting these demands, the gas prices for citizens of Federation of BiH will be drastically higher than the present.

Regardless of this financial requirement, the REERS Trebinje (regulator from RS) in Zvornik through its documents determines/approves gas quantities for the FBiH’s needs and thus unilaterally and without any request for approval of quantities from the FBiH, is positioning itself as a "state" regulator, i.e. is taking over the powers that the state is supposed to have, thus putting into question the certainty of FBiH’s natural gas supply.

“Also, in accordance with the verified information, the Party for BiH warns the FBiH Government and the Ministry of Energy, Mining and Industry (FMEMI) that a gas transport company will be formed this year for the first 19 km of transport gas pipeline in BiH (Sepak - Karakaj), in such a way that Srbijagas will enter into the ownership structure of Gas Promet Pale and thus fully master the Zvornik station. With this entry into the ownership structure, it will also be awarded the RS license for performing activities and gas trade,” reads the statement of the Party for BiH.

While Republika Srpska is consciously hampering the adoption of certain documents for the BiH gas system and thus contributes to the fact that the Energy Community is punishing Bosnia and Herzegovina, on the other hand, it is assuming the powers of the state of Bosnia and Herzegovina and is dealing with gas transport services, added the Party for Bosnia and Herzegovina.
