BiH Parliament MP Arnaut urges for the introduction of COVID QR certificates

SARAJEVO, September 28 (FENA) - An MP in the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina Damir Arnaut today sent an Initiative asking the Ministry of Civil Affairs of BiH (MCP) to establish a process of issuing unified COVID-19 certificates with QR code for the use abroad.

Arnaut's Initiative offers the MCP two options: Either that the ministry itself start issuing these certificates, based on vaccination certificates or recovery from COVID, that it obtains from the entity and cantonal health authorities, or provided by the citizens themselves, or by creating a single form of such certificates that would then be issued by these lower levels of government.

Arnaut pointed out in the Initiative that the entity and cantonal competencies over health care and administration issues is indisputable, but that it is also clear that according to state law, the MCP has the competence to "harmonize the plans of entity authorities and define a strategy at the international level".

"Considering that certificates on vaccination and COVID recovery are now issued by twelve different bodies, they are not uniform, and BiH citizens face numerous difficulties when entering foreign countries; they are exposed to unnecessary testing costs, and specific problems have been reported in the case of the Czech Republic, the United Kingdom and other countries," warns Arnaut.

Arnaut also pointed out in the initiative that "since QR certificates would be issued exclusively for the purpose of their use outside the borders of Bosnia and Herzegovina, i.e. at the international level, and would be issued exclusively on the basis of existing certificates issued by the competent entity, cantonal and authorities of the Brčko District of BiH, by acting on this Initiative, the MCP would remain fully within its competences, regardless of which of the above options is chosen".
