SARAJEVO, January 5 (FENA) - A Prime Minister-designate of the Sarajevo Canton, Edin Forto stated in his presentation before the members of the SC Assembly that the drafting of the budget for 2021 must take into account the disturbances in the health system and the economic consequences of the pandemic.

He stressed that the measures include material and staff reinforcements of health institutions, but also strengthening programs aimed at maintaining existing jobs in the private sector, then public works and the businesses that have the opportunity to expand business and create jobs.

He said that it is necessary to overcome the pandemic, but also to respond to the threats that are the result of the economic stagnation over the last year, and that this is the time when we as a society must unite.

"This is a time of solidarity and empathy. This is the moment when we must show that we have the knowledge, the capacity and strength to respond to threats with prudence, creating conditions for a dignified life for all citizens," says Forto.

As one of the priorities, Forto mentioned the expansion of the trolleybus and tram networks and said that he would not hesitate to take up new loans to procure new public transportation vehicles.

"The migrant crisis will last for years and we cannot solve it. Crises are managed in a way that we protect the citizens," Forto pointed out.

He said he would pay special attention to the expansion of preschool institutions. He added that the teaching process needs to be adjusted to the new situation, including online teaching at all faculties of the Sarajevo University.

"Investing in our children is the best investment for our future," Forto pointed out.

As one of the biggest challenges, Forto said, will be to turn the university into a ‘development engine’ and added that he would provide the biggest funding so far for research and science.

He pointed out that he would continue the reform of the labor market, with special emphasis on the Employment Service, and that his government plans to adopt a new law on social protection with the goal of fairer and more transparent assistance to financially and socially vulnerable categories of the population.

He also announced the adoption of a new law to combat nepotism, which would ban cantonal utility companies and institutions from employing the closest relatives of elected and appointed officials. Through the Ministry of Justice and Administration, his government plans to continue the capacity building processes in the field of unification of public strategic procurements, with an emphasis on the most expensive procurements in the health and communal economy sector.

"We will be the government of the position and the opposition and we will support everything good that the opposition proposes. We will do everything to provide what is good for the citizens," he stressed.

He pointed out that the government would act through two key principles - openness and responsibility, and that everything they do will eb transparent.

"Clear and precise information will be available to citizens. We will present our policies today, but I promise we will keep you informed of how they are being implemented and what results have been achieved. We also need to hear what citizens think, to hear new ideas, to be in permanent communication. Only in this way we can be sure that we are on the right path," Forto concluded in his presentation.
