Pensa: An isolated state cannot adequately respond to security challenges

SARAJEVO, November 27 (FENA) - An isolated institution or state cannot adequately respond to security challenges in the 21st century, it can only do it in cooperation with everyone else, said today Susan Pensa, Head of the OSCE Mission for Security Cooperation, ahead of the opening of the conference "Security Days" to be held by the OSCE Mission to BiH from November 27 to 29 in Sarajevo.

She stressed that the conference is a testament to the long-standing commitment of the OSCE Mission to BiH to contribute to improving national, regional and human security, and represents an important opportunity for security actors to reflect on joint efforts for better security and to work on strategic planning based on agreed priorities.

Pensa stressed that participants will discuss a number of relevant security topics over the next three days, including principles of democratic oversight of the security sector, human rights, arms control obligations, cybersecurity and efforts to prevent violent extremism and terrorism.

They will also mark the 25th anniversary of the adoption of the OSCE's Code of Conduct on Military-Political Aspects of Security, which is a set of norms and expectations that must be met when it comes to responsible and cooperative security behavior.

Ambassador of Switzerland to Bosnia and Herzegovina Andrea Rauber Saxer said the OSCE Code is a very important document accepted by all OSCE participating states and sets the foundations for democratic governance and oversight of the armed forces, intelligence and police agencies.

She added that Switzerland has traditionally promoted the Code because it believes that security, and especially the lack of security, has a profound effect.

“The BiH Armed Forces have a special role in promoting such this Code given all that happened 25 years ago,” Ambassador Saxer concluded.

Deputy Minister of Defense of BiH Sead Jusić said that the Code is of great importance and that it should be properly implemented in all sectors of society.

“BiH is a specific country with a different and complex constitutional system, where competences are intertwined when it comes to the security aspect,” Jusić said.  

The participants of the three-day conference are local and regional security experts and representatives of international organizations, academia and civil society.
