Discussion on all items on the agenda of BiH PA HoR session ends

SARAJEVO, February 3 (FENA) - Deputies of the House of Representatives of the Parliamentary Assembly of Bosnia and Herzegovina (BiH PA HoR) today did not accept the request of an MP Damir Arnaut (Our Party) that amendments to the Law on Salaries and Compensations in BiH Institutions be considered urgently.

The request for urgent consideration of the changes to that legal solution was not adopted due to the absence of deputies from the Republika Srpska, and there was no entity majority.

Proponent Damir Arnaut explained that it is a matter of limiting the amount of severance pay for retirement when it comes to elected and appointed officials - ministers, deputies and directors.

He said that currently those severance pay is now limited only by the salary of officials, so there are situations in which deputies and ministers in the BiH Council of Ministers receive more than 30,000 KM in severance pay for retirement and re-establish employment status in the institution the day after the alleged retirement.

He pointed out that this bill would not abolish severance pay for anyone, especially not for civil servants, but would remain the same.

He says that the effects of that law would be felt by elected and appointed officials for whom severance pay in this amount certainly does not fulfill its basic goal, which is to facilitate the transition from salary to pension.

The request of MPs Mirjana Marinković-Lepić (Our Party) and Aida Baručija (Independent Bloc) that the Draft Law on Amendments to the Law on Labor in the Institutions of Bosnia and Herzegovina be considered urgently was also not accepted due to the lack of an entity majority from RS.

The proposed law stipulates that one of the parents of a child with severe disabilities has the right to work part-time, if it is a single parent or if both parents are employed, provided that the child is not placed in a social health care institution, based on the findings of the competent health institution.

In the first reading, the deputies also discussed the Bill on Amendments to the Law on Basic Traffic Safety on Roads in BiH, proposed by MP Damir Arnaut.

Arnaut explained that the proposed amendments to the law tighten sanctions for the destruction of traffic signs by destroying the sign by painting or otherwise covering one of the two letters, Cyrillic or Latin.

The draft law on amendments to the Law on the High Judicial and Prosecutorial Council of Bosnia and Herzegovina, proposed by the BiH Council of Ministers, was one of the items on the agenda, but MPs did not express interest in discussing the proposed law.

After considering several parliamentary initiatives, as well as several international agreements and treaties, the deputies will vote on all items on the agenda.
