Professional and depoliticized public service is key to efficient public administration

SARAJEVO, January 25 (FENA) - The project entitled "Strengthening Human Resource Management in BiH" ended with a conference which concluded that a professional and depoliticized public service is key to efficient public administration.

Improved legislative framework and human resource management practices at all levels of government in BiH based on merit, as emphasized, are the basic conditions for the development of public administration that efficiently and professionally performs public functions and provides quality services to citizens.

The two-year project funded by the European Union is a direct response to the recommendations of the European Commission given in the annual reports on BiH regarding public administration reform in the area of human resources management, ie development of a professional, depoliticized and merit-based civil service system.

Nicolas Bizel, Head of Operations Section I (Justice and Home Affairs, Public Administration Reform) in the EU Delegation to BiH, said that the project is part of wider EU support to BiH for the public administration reform process, which is one of the 14 key priorities that the state must meet in order to be recommended for the opening of EU accession negotiations.

“Professional and depoliticized civil service based on merits is key to ensuring the functionality of institutions and quality services to the citizens of BiH,” he stressed.

Coordinator for public administration reform, Dragan Ćuzulan, pointed out that an efficient and effective state administration that will be available to all citizens is one of the main goals of public administration reform, and in order to achieve that, we need professionals and capable people.

Project team leader Dubravka Prelec stated that the project activities in the past two years were aimed at strengthening human resource management, in accordance with good practice and trends in the EU, which is based on the principles of professionalism, merit and efficiency.

In the past two years, the project "Strengthening Human Resource Management in BiH" has implemented activities aimed at improving the capacity of public administration to achieve better and more modern administration, able to implement the requirements of the European integration process in human resources management.

The project was funded by the EU under the Instrument for Pre-Accession Assistance (IPA) in the amount of 1 million euros, and the project was implemented by NIRAS SR, from January 29, 2020 to January 31, 2022, the project team said.
