Palmer and Eichhorst with BiH CEC and NGO sector on electoral reforms

SARAJEVO, November 29 (FENA) - US Special Envoy for Electoral Reform Matthew Palmer and Director of the European External Action Service Angelina Eichhorst discussed the election process in BiH with representatives of the BiH Central Election Commission (BiH CEC) and non-governmental organizations in Sarajevo today.  

They concluded that no decision has yet been offered by the decision-maker, and that the United States and the European Union strongly support the process that should lead to the next elections being held in a fair and democratic manner.

“We are here to support the efforts to reach an agreement on limited constitutional reform and electoral reform. The United States supports the territorial integrity and sovereignty of BiH. We believe that the electoral reform and the limited constitutional reform are very important for the functionality of the BiH institutions in moving BiH forward towards European and Euro-Atlantic institutions,” said Palmer.

He said that the integrity of the election process was discussed with non-governmental organizations, and he considers it important that the elections in BiH be fair and transparent, as well as that the trust of citizens be restored.

“Time is running out for us to ensure credible amendments to the Election Law. The goal is to ensure that the elections are held in October next year in a way that is fair, transparent, non-discriminatory and with the full functionality of the institutions. Nothing has been considered at the moment in terms of some concrete proposals, nor have we reached the level of detail because we strive for a more transparent and inclusive process that will include all those who are relevant,” said Eichhorst.

President of the Central Election Commission, Željko Bakalar, points out that, given the political climate in BiH, representatives of the international community are looking for ways to convince BiH politicians of the need to amend the Constitution and the Election Law.

Executive Director of Transparency International in Bosnia and Herzegovina, Ivana Korajlić, said that this whole process of negotiations on electoral reform does not give reason for any optimism.

Vehid Šehić from the Coalition ‘Pod lupom’ emphasized that the electoral reform must be absolutely transparent.
