BANJA LUKA, September 20 (FENA) - At a press conference in Banja Luka, Milorad Dodik, a member of the Presidency of Bosnia and Herzegovina, challenged the legitimacy of Presidency Chairman Željko Komšić's departure for the UN General Assembly in New York.

He also challenged the legitimacy of the current High Representative in Bosnia and Herzegovina, Christian Schmidt, and thus his decisions or "Bonn powers".

Regarding Komšić's departure to New York, Dodik points out that he was not confirmed by the consensus decision of the Presidency of BiH. That is why he considers it an arbitrary, private act, and for the whole development of events he says that he testifies to the situation in Bosnia and Herzegovina.

Dodik announced that he would try to write a letter to the UN Secretary General again today, stating that Komšić, for the above reasons, does not represent the views of Bosnia and Herzegovina, "and if the UN leadership turns a deaf ear - because Komšić's address is even announced. The Secretary General thus contributes to the disintegration of Bosnia and Herzegovina," he said.

Regarding the session of the House of Representatives of the Parliamentary Assembly of BiH, this member of the state presidency and leader of the Alliance of Independent Social Democrats (SNSD) says that his party will not participate, which is in line with the conclusion of the National Assembly of Republika Srpska. He welcomed the fact that the same attitude was expressed in that sense by other political factors from RS, but that, according to Dodik, is not a blockade, but respect for the decisions of the NARS. Decisions made in the BiH Parliamentary Assembly without the Serb people are unenforceable, he stressed.

At a press conference, Dodik again challenged the legitimacy of the election of Christian Schmidt as the current High Representative in Bosnia and Herzegovina.

Therefore, Bosnia and Herzegovina does not have a High Representative, he concludes, explaining that he should return to the Security Council and pass an appropriate resolution "which we will accept."

If it were the will of foreigners, says Dodik, there would be no Republika Srpska today, and he concludes that a serious crisis is on the scene in Bosnia and Herzegovina, as well as that the current High Representative cannot deal with issues such as European integration.

Dodik expressed readiness to talk to everyone "except the false High Representative" whose decisions on the basis of the Bonn powers the Republika Srpska will not accept, but in that case, he said, will respond to the relevant decisions of the National Assembly of the Republika Srpska which will not be to the liking of those representatives are considered legitimate.

Answering journalists' questions, Dodik said that the director of the Intelligence Security Agency (OSA), Osman Mehmedagić, did not fulfill the condition of the required higher education, as well as that the OSA was carrying out general lawlessness. At the same time, in the High Judicial and Prosecutorial Council of BiH, "Tegeltija is being replaced and Muslims are being brought in, who are now deciding on disciplinary proceedings," Dodik said, among other things, on this topic.
