Tegeltija: Now there is no excuse not to deliver vaccines to BiH

SARAJEVO, March 4 (FENA) - Chairman of the Council of Ministers of Bosnia and Herzegovina Zoran Tegeltija (SNSD) confirmed to reporters today that after accepting two agreements at the session of the Council of Ministers, there are no more excuses to deliver vaccines to BiH through the COVAX system.

As he explained, the annex to the agreement with the GAVI/COVAX mechanism was discussed at the session, which implies that the World Health Organization will determine which vaccines will be in the GAVI program, and they sent it to the Presidency of BiH.

He pointed out that they were asked to sign an agreement on the so-called release of responsibility, which is signed by all countries, and he added that consent was given to the agreement with Pfizer and Astra Zeneca.

“At this moment, there is no excuse not to deliver vaccines to BiH, although we said in the previous period that we met the conditions. This would be the last condition they could set before us for the delivery of vaccines,” he emphasized.

Tegeltija also said that they had already paid for those vaccines, 1,230,000 vaccines, but that no vaccines had been delivered through that system.

“The announcement is that Pfizer vaccines will come first, and then Astra Zeneca. GAVI also announced the exact number of vaccines that will be delivered to the countries by the end of the first half of this year, and we have seen that BiH has fewer vaccines than they originally announced,” Tegeltija emphasized.

He added that there is no justification for holding BiH citizens hostage, because all agreements have been respected.

“I want to believe that the World Health Organization (WHO) and the United Nations will meet the deadlines, and that is the end of March 2021, although they had announcements that we will have the first vaccines in mid-February,” said Tegeltija.

The Council of Ministers of Bosnia and Herzegovina, at the request of the Ministry of Civil Affairs of BiH, adopted today decisions that unlocked the process of procurement of vaccines for the citizens of Bosnia and Herzegovina.

The Amendment to the Agreement on Procurement of Vaccines - "Commitment agreement-committed purchase arrangement" between the Council of Ministers of BiH and the Global Alliance for Vaccines (GAVI) was approved as a necessary condition for continuing the process of procurement of vaccines in the COVAX mechanism, which should be confirmed by the BiH Presidency.

The Agreement between the Council of Ministers of BiH and AstraZeneca on compensation of AstraZeneca was approved, which enables the AstraZeneca vaccine to arrive in BiH this month through COVAX, as well as the Compensation Agreement from Covax, which refers to additional conditions of Pfizer/BioNtech.

The Council of Ministers also passed a Decision on amendments to the decision on exemption from calculation and payment of indirect taxes and refund of already paid indirect taxes on equipment and funds donated by domestic and international entities for the prevention, suppression and elimination of pandemics. agreements, be exempt from indirect taxes.

This fulfills all the additional conditions required for the start of deliveries of vaccines purchased under the COVAX mechanism. Bosnia and Herzegovina signed a contract with COVAX on September 18, 2020, at which time 1,232,000 doses of vaccine were ordered, for which $ 12,997,600 was paid from the entity budget.

Decisions of the Council of Ministers made after the competent health authorities gave a positive opinion on the acts sent to them by the Ministry of Civil Affairs.
