SARAJEVO, February 25 (FENA) - At the meeting of the Special Group for Public Administration Reform between the European Union and Bosnia and Herzegovina, the participants discussed the strategic framework for public finance management, financing and structures for coordination of public administration reform, and building a professional and depoliticized civil service.
The fifth meeting, held today via video conference, was opened by the BiH Council of Ministers Chairman Zoran Tegeltija, and the political dialogue, held in the first part of the meeting, was co-chaired by the BiH Justice Minister Josip Grubeša.
Genoveva Ruiz Calavera, Director for the Western Balkans at the Directorate-General for Neighborhood and Enlargement (DG NEAR), addressed the participants on behalf of the EU, and the political dialogue was co-chaired by Michela Matuella, Deputy Director for the Western Balkans at DG NEAR.
From the ministerial level, the European Commission welcomed the adoption of the Action Plan for Public Administration Reform (PAR) and the adoption of strategies for public finance management for the period 2021-2025 at the state level and in the Brčko District of BiH.
The institutions in BiH have been encouraged to complete, as soon as possible, the process of adopting strategies at other relevant levels of government, as well as national strategies for public finance management, which would open the possibility for BiH to receive budget support from the EU.
The European Commission emphasized the importance of ensuring the financial sustainability of the implementation of the PAR Action Plan, as well as the appropriate political and technical management of the reform.
Calavera reminded that part of the priorities from the Opinion is the existence of a depoliticized and professional civil service, and pointed out that the key issues remain the fragmentation of the legal framework, politicization, recruitment, promotion and dismissal procedures, and transparency, stated the BiH Directorate for European Integration.n
