BiH will not receive COVID vaccine in first round due to late payments

SARAJEVO, December 16 (FENA) - Regarding the information that has emerged about the procurement of vaccines against COVID-19 through the COVAX mechanism, the FBiH Ministry of Health announced that on Friday, December 11, it received an information act from the BiH Ministry of Civil Affairs dated back to December 10.

The information act was announced for the first time that the deadline for payment of the full amount of the remaining funds for the procurement of vaccines through the Instrument for Global Access to the Vaccine against Diseases COVID-19 (COVAX mechanism) is December 15.

As stated in this act, the Ministry of Civil Affairs of BiH was informed by the Global Vaccination Alliance (GAVI), which manages the COVAX mechanism, by an act of December 7 on the deadline for payment of the remaining funds, and that if funds are not paid in the given deadline, GAVI will not reserve doses of vaccine for BiH from manufacturers in the first round of orders, the FBiH Ministry of Health said in a statement.

They state that an advance payment for the procurement of vaccines from the funds of the Budget of the Federation of BiH in the amount of 2,124,800 KM has already been paid, according to the Instruction of the Ministry of Civil Affairs of BiH.

“On the same day when we received the letter from the Ministry of Civil Affairs of BiH, that is, on December 11, the FBiH Ministry of Health sent a request to the Prime Minister of the Federation of BiH, deputy prime ministers and the FBiH Minister of Finance to find a solution to pay the remaining amount of 11,564,738.92 KM.

We received a response from the Federal Ministry of Finance on December 14, proposing that we compile information for the Government of the Federation of BiH, which this ministry did by requesting the provision of these funds, and the FBiH Government discussed the issue,” the statement said.

The Government of the Federation of BiH did not find the possibility to provide the necessary funds in the short term and it was concluded that these funds are planned in the Federation Budget for 2021 and will be able to be paid after the adoption of the FBiH Budget for 2021.
