Milićević: Declaring a state of natural disaster would affect the citizens

SARAJEVO, November 12 (FENA) - Members of the FBiH Civil Protection Staff, at today's session in Sarajevo, agreed not to forward a proposal to the FBiH Government to declare a state of natural disaster in the entity.

The CPS considered the proposal of the Crisis Staff of the FBiH Ministry of Health, which recently addressed the Government of FBiH and CPS proposing the introduction of a state of natural disaster throughout the FBiH due to the worsening epidemiological situation caused by the increase in coronavirus infections.

After the session, the Commander of the FBiH Civil Protection Staff, Jelka Milićević, said that the situation in BiH, especially in the Federation of BiH, was being monitored and that they were aware that the figures were worrying.

"We are aware of the intensified efforts of the Crisis Staff of the FBiH Ministry of Health, and our health institutions, as well as the situation in the region. We have carefully considered the request of the Crisis Staff and we are aware that we are back in the situation when we had a state of natural disaster in the FBiH, in March this year.

This pandemic is first of all a health crisis, and then an economic and social crisis. We also discussed this aspect of the social crisis today and it is clear to us that we cannot expect the citizens of the Federation of BiH to agree to measures that would in this context imply sanctioning and constant control, i.e., it would affect the social status of citizens of the Federation of BiH and the entire state," said Milićević.

Speaking about the events in other countries that followed the introduction of repressive measures, Milićević pointed out that any protest gatherings of dissatisfied citizens would only accelerate the spread of the coronavirus.

"The Crisis Staff of the FBiH Ministry of Health was explicit in requesting to declare a state of natural disaster and we understand that, but we sent them a message that they are not alone," Milićević added.

They also noted, according to her, that they have not accepted the proposal at this moment because they have previously asked all civil protection headquarters to analyze the situation in their cantons, make programs of measures, address their governments and according to the assessments, make decisions on declaring a state of natural disaster in individual cantons.

"We received answers to our conclusion from four of the cantons. Only the West Herzegovina Canton declared a state of disaster, the others said the situation was under control. This means that we do not have the right to impose a state of disaster on the rest of the cantons if they have not assessed that the current situation demands it," Milićević explained.
