Pendeš: Adopting new Law on public broadcasting system will be challenge for PA

SARAJEVO, November 3 (FENA) - Marina Pendeš, Member of the House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina (BiHPA) and Deputy Chairperson of the Committee on Foreign and Trade Policy, Customs, Transport and Communications of the House of Peoples of the Parliament of Bosnia and Herzegovina, participated in the Parliamentary Online Conference "Public service media in transition: current challenges and the way forward".

Pendeš presented her view of the situation in the field of the Public Broadcasting System of Bosnia and Herzegovina (JRTVS BiH), thanking the organizer for the opportunity to hear the opinions and views of her colleagues from the region.

“In 1999, High Representative Carlos Westendorp passed a Decision on the restructuring of the public broadcasting system in BiH, which envisages the establishment of RTV FBiH and RT RS, and the aforementioned Decision also provided for the establishment of Croatian-language channels within RTV FBiH. With the Decisions of 2001 and 2002, High Representative Wolfgang Petritsch changed the restructuring process to the detriment of the Croat people, thus denying Croats as a constituent people the basic human right to be informed and to present their national, cultural and religious values through the media service,” said Pendeš in her address, announced the PR Office of the Parliamentary Assembly of BiH.

She said that the challenge for the BiHPA would certainly be the adoption of a new Law on the JRTV system, which would provide a channel in Croatian as well, "which would ensure the standards set by UN, Council of Europe and European Union documents on the use of official languages to ensure freedom of expression which includes the freedom to receive, seek and impart information without restriction”.

“Another challenge is to establish a functional, efficient and self-sustaining system, which it is not at the moment. According to the Reports, both in the Work and Financial Report, there are large financial losses and the management does not have appropriate proposals for overcoming the accumulated problems,” said Pendeš.

The conference was attended by parliamentarians from BiH, Albania, North Macedonia and Serbia, and was organized by the Parliamentary Assembly of the Council of Europe (PACE) with the support of the European Broadcasting Union (EBU).

The conference was chaired by the Chief Rapporteur on Media Freedom and Security of Journalists, member of the Committee for Culture, Science, Education and Media of the PACE and member of the Austrian Parliament Stefan Schennach, announced the BiH PA.
