BANJA LUKA, October 11 (FENA) - Transparency International in BiH (TI BIH) informed the BiH Personal Data Protection Agency that it has recently received numerous reports from citizens whose data have been misused for registration for voting from abroad.
After the Central Election Commission of BiH (CEC) for the first time published online the list of voters registered for this type of voting, many citizens discovered that their data have been misused, in a way that they were registered to vote from abroad without their knowledge and the list also helped the media uncover numerous cases of wide-scale misuse.
TI BiH points out that the information released by the CEC on more than 3,500 complaints received in the first days after the publication of the voters' list clearly shows that this is a mass phenomenon with the intention of manipulating the election process, so the Agency must investigate these cases and provide mechanisms to verify and detect identity theft.
"The responsibility of this institution has additionally increased after the decision by which the CEC was ordered to remove the List of voters registered to vote from abroad from the Central Voters' List published online. Given that the publication of this list revealed numerous irregularities, and was the only way to determine misuses in the registration process, it is clear that the publishing of the was in the public interest, which the Agency obviously did not appreciate when making this decision," stressed TI BiH.
They call on the Agency to urgently find mechanisms for the protection of citizens and taking into account that is only a little more than a month left until the local elections.
The Election Law clearly states that the Central Voters' List is a public document, the TI BiH states, adding that the goal of the BiH Law on Personal Data Protection is to ensure, among other things, the protection of human rights and fundamental freedoms, which have been seriously called into question by the misuse of citizens' data by executing false registrations for voting from abroad.
