CCI: More than half of FBiH ministries still pay unlawful compensation

SARAJEVO, September 8 (FENA) - The Centers for Civic Initiatives (CCI) have warned that the Office for Audit of the Institutions of the Federation of Bosnia and Herzegovina for years has warned about the problem of payment of compensation for employees of the FBiH ministries.

They point out that the payments are not in accordance with the Decree of the FBiH Government which stipulates that benefits are paid only for work outside working hours and that the auditors found that additional benefits were paid even though these are regular activities of employees for whom they receive regular salaries.

The CCI argues that ministries do not comply with the Decree even when appointing commissions.

“Although the Decree clearly defines that one person can be appointed chairman or member of a maximum of two permanent working bodies, one of the employees of the ministries in 2018 was engaged in as many as 49 working bodies, and received additional benefits in the amount of 27,505 KM on an annual basis,” the CCI emphasized.

Also, they point out that the violation of the Decree continued in 2019, where individual employees were engaged in 11 working bodies, and for their work in the commissions, in addition to regular salaries, each person was paid 30,049 KM.

The Centers for Civic Initiatives (CCI) call on FBiH ministries to correct irregularities in accordance with audit reports and to consistently apply the Decree on the establishment and determination of remuneration for the work of in the bodies established by the FBiH government and heads of FBiH civil service institutions, stated the CCI.
