Ćuzulan: There is progress in meeting the standards of proactive transparency

SARAJEVO, August 5 (FENA) - Public Administration Reform Coordinator's Office conducted a survey which showed that the average fulfillment of proactive transparency standards (for 57 institutions) is 64.04 percent, which is a slight increase (0.5 percent) compared to the research last year.

The state Coordinator for Public Administration Reform, Dragan Ćuzulan, stated today in Sarajevo that the research covered 81 institutions, of which 57 institutions gave answers to all 38 questions.

Ćuzulan emphasized that 11 institutions met more than 80 percent of the standards, and that only four institutions of the BiH Council of Ministers met one hundred percent of the proactive transparency standards. They are: Directorate for European Integration, the BiH Agency for Statistics, the Agency for Higher Education and Quality Assurance, and the Office of the Public Administration Reform Coordinator.

This office conducted an online survey among government institutions on meeting the standards of proactive transparency through an online system, software, developed by the BiH Agency for Statistics, while members of the Communication Group of the Program for strengthening of public institutions in Bosnia and Herzegovina made the questionnaire.

According to him, 19 new institutions participated in this year's research, compared to last year's research, and among them are judicial institutions such as the HJPC, the Constitutional Court and the Court of BiH.

“Thirty-eight institutions filled in the same questionnaire last year and this year and when we compare their answers, we will see that in 2020 they met an average of 70.43 percent of the standard (in the past it was 65.17), which is 5.26 percent more than last year,” Ćuzulan emphasized.

As positive examples, he singled out some institutions that have increased the degree of fulfillment of standards - Indirect Taxation Authority (in 2019 it had 65.79 percent and now it has 94.74 percent), the Institution of the Human Rights Ombudsman of BiH (from 47.37 percent to 71, 05 percent), the Insurance Agency in BiH (last year 57.89, and this year 97.37 percent), the General Secretariat of the Council of Ministers of BiH (from 73.68 percent to 84.21 percent).

Ćuzulan also pointed out several problems - only 13 institutions announced the salaries of employees (44 did not); the analytical budget was published by 23 institutions (not 34); audit reports were published by only half of the institutions, while the budget excerpt (table from the Official Gazette) was not published by 30 institutions; tender documentation after the procedure, as well as concluded agreements on the protection of confidential information are published by 33 percent of institutions, i.e. only 19 institutions.

Mathias Mühle, Manager of the Program for Strengthening of Public Institutions in BiH (implemented by the German GIZ on behalf of the governments of FR Germany and Great Britain) said that today proactive transparency is part of the strategic framework for public administration reform for 2018-2022, and will continue to support this process.

“Due to Covid-19 pandemic, proactive publication of information on the official websites of institutions is now more important than ever and citizens rely primarily on the information they can find online. During the pandemic, we saw that the focus shifts to digital and online communication with citizens, and proactive communication and defined standards are extremely useful in such a situation,” Mühle emphasized.
