FBiH should determine natural resources management

SARAJEVO, February 11 (FENA) – Executive Director of Aarhus Center in Bosnia and Herzegovina Emina Veljović said at a public hearing today that the enactment of the Environmental Protection Act should be ensured as soon as possible in order to focus on the use of natural resources on the public good rather than the private.

The proposed environmental act was adopted in the House of Representatives in September last year, and it has been in the procedure in the House of Peoples of the FBiH Parliament since then.

Under that regulation, bylaws are expected to have a better impact on environmental protection.

“In this respect, one of the most important problems is hydroelectric power plants, the so-called "tsunami of hydroelectric power plants" on 244 rivers, where more than 300 small hydropower plants are planned. This is an example of why this law is needed to determine the ratio of how natural resources will be used, who has the right to express their opinions, and how certain goods will be targeted precisely at public rather than private property,” stated Veljović.

During a public hearing, MPs in the FBiH Parliament recalled that a set of environmental laws was considered in the House of Representatives to bring closer to European-level legislation.

“Among other things, we eagerly expect the House of Peoples to finally approve the environmental law in order to see in practice the implementation of legal solutions that need to be increased and the amounts of penalties for those who are identified as air pollutants,” said MP in the FBiH Parliament Nasiha Pozder.

Also, in the Federation of BiH, the enactment of a law on construction land, which has been referred for public debate, is still waiting.

“Unlike the two laws, the Forest Law has not yet been put into parliamentary procedure. This is also the biggest challenge and task for the FBiH Parliament deputies,” said Pozder at a public hearing.
