SDA - HDZ meeting concludes without any concrete agreement

SARAJEVO, December 12 (FENA) - A meeting between delegations of the Party of Democratic Action (SDA) and the Croat Democratic Union (HDZ BiH) ended in Sarajevo without reaching any concrete agreement.

The outcome of the meeting, which focused on several issues related to the formation of a new government in BiH, was confirmed by journalists by the party leaders Bakir Izetbegović (SDA) and Dragan Čović (HDZ).

Izetbegović announced new meetings, and Čović said that today's meeting was not convened with the ambition to reach a final agreement but to "hold talks."

He also announced the talks between his party and the Alliance for a Better Future of BiH and the Democratic Front to take place tomorrow.

In connection with today's meeting with Čović, he said that the SDA and the HDZ have not yet been able to find a solution, which does not mean that they will not manage to do so, because it is always worth negotiating, as he added, on difficult issues as well, and to hold more meetings if necessary.

According to Izetbegović, the SDA believes that, along with the appointment of the Council of Ministers of Bosnia and Herzegovina, it is necessary to appoint a president and two vice presidents of the Federation of Bosnia and Herzegovina so that the process of appointing the FBiH government could proceed.

“We cannot form the entire FBiH government as we did four years ago along with the Council of Ministers, but we can have a new president and two deputies of the Federation of BiH and start the process, for example, on the day when the new convocation of the Council of Ministers is appointed,” Izetbegović said.

With regard to the implementation of the Court of Human Rights judgment in the Sejdić and Finci case concerning the election into the BiH Presidency, the talks will continue, while, according to Izetbegović, there is some progress in the discussions regarding the Constitutional Court's judgment on the appeal of Božo Ljubić. that is, in relation to the FBiH House of Peoples, but not in relation to the Mostar elections.

“SDA believes the Mostar case should be separated from the talks related to the Presidency and the House of Peoples of FBiH, but the HDZ does not think so,” Izetbegović said.

The SDA, he said, believes that a solution to the Mostar elections should be found more quickly, and that the international community should be involved.

The SDA also believes, Izetbegović added, that Bosniaks are under-represented in the agencies, funds and financial institutions, and that they should participate in institutions related to indirect taxation. They also believe that the state should sign a treaty with the Islamic Community in BiH, modeled on the treaties signed with the Orthodox and Catholic Churches, and implement court judgments in the cantons with the Croat majority on the equal representation of the Bosnian language and the constitutional position of the Serb people in these cantons.

The leader of the Croat Democratic Union of BiH, Dragan Čović, said after today's meeting that the process of appointing the BiH Council of Ministers should be brought to an end, and that the partners should continue negotiations and build further on those results.

In relation to the BiH Election Law, the Croat side is interested in three things: the election of the BiH Presidency, the House of Peoples, and the issue of the City of Mostar.

There will certainly be elections in Mostar, Čović said, but if court rulings on the issue are to be enforced, it is a matter for the city council to implement them.

Čović remains moderately optimistic, he said, that an agreement would be reached.

“The three things mentioned must still be discussed, and the minimum requirement of the Croat side relies on the rule of equality,” said Čović.

“As for the Council of Ministers, we have long been playing tactical games on this matter. This job should be brought to an end. We, for our part, have done everything, and with regard to everything else - the three partners will sit down and agree.

As for the Election Law, we are talking about three issues - the Presidency, the House of Peoples and the City of Mostar. And when we met with international representatives last week, we said that we should try to work it out, and we said then – the elections in Mostar will be held. I repeated this ten times and will say it again - the elections in Mostar will surely happen," Čović concluded.

The minimum requirement of the HDZ BiH, as they say, when it comes to the BiH Presidency is that “Croats elect their representative to that state body, and not for it to be elected by others.”
