SARAJEVO, November 14 (FENA) - BiH citizens, including those living in Republika Srpska, expect political representatives to resolve real issues rather than create new ones, Head of the OSCE Mission to BiH Ambassador Kathleen Kavalec told FENA.
Commenting on 20 conclusions adopted by the Republika Srpska National Assembly at this week's special session, Ambassador Kavalec says that a preliminary analysis of these conclusions raises concerns about many significant legal and political issues.
"The OSCE Mission to BiH calls on all political actors in BiH to fully respect the structures established by the Dayton Peace Agreement, including the institutions and procedures regulated by the BiH Constitution, which clearly define the rights of Republika Srpska representatives, and reforms agreed in the BiH Parliamentary Assembly, fully in line with BiH's constitutional framework," Ambassador Kavalec concluded.
Members of the ruling coalition in the Republika Srpska National Assembly have adopted 20 conclusions, including the one that promotes the right of all peoples to self-determination, and announces a new RS constitution which citizens will be able to vote in a referendum, in case of the absence of reaction to attempt the degradation the Dayton Peace Agreement.
The National Assembly has also requested the entity government to analyze the effects of unconstitutional transfers of competence from the entities to the BiH level, including those delegated by inter-entity agreements in the field of defense and indirect taxes, with the aim of initiating talks on reviewing their effectiveness.
