Deadline for the Agreement on state-level government formation has expired

SARAJEVO, September 5 (FENA) - Agreement between the leaders of the Party of Democratic Action (SDA), the Croatian Democratic Union (HDZ) of Bosnia and Herzegovina and the Alliance of Independent Social Democrats (SNSD) on the Principles for the state-level government formation has expired today.

The document, whose signing was also attended on August 5 by the Head of Mission of the European Union to BiH and EU Special Representative, Ambassador Lars-Gunnar Wigemark, Bakir Izetbegović, Dragan Čović and Milorad Dodik pledged to form the new convocation of the BiH Council of Ministers within a month, but that did not happen.

BiH's general elections were held 11 months ago, with no state or federation governments formed yet, while the Annual National Program (ANP) has become a stumbling block.

By sending this document, the SDA implicitly conditioned appointment of a new SNSD chairman of the BiH Council of Ministers, Zoran Tegeltija. Izetbegović reiterated that he would never change his opinion on the NATO path and that the Constitution and laws must be respected, and implement earlier decisions and strategies.

He expressed his hope that BiH will finally realize that sending the ANP does not mean NATO membership, and added that there will be no NATO membership until everyone agrees.

Asked by reporters what would happen after September 5, Izetbegović said that "it would be September 6 and 7, and that negotiations will continue", but he also confirmed for Dnevni avaz that some very influential representatives of the international community are working intensively on this.

Dodik had initially announced that, unless a chairman of the Council of Ministers was appointed by September 5, the Republika Srpska National Assembly would decide to withdraw approval for the formation of state institutions, but then this week he said that there is an option for leaders to agree.

He also said he would not start a revolution after September 5, but would respond with a political stance in the RS National Assembly in order to protect the position of that BiH entity.

Talking about the formation of the government and the signed agreement of the leaders, Čović pointed out that a month has elapsed and it was expected that the formation of the government would take place.

He reiterated the position of the HDZ BiH, that a new chairman should be appointed as soon as possible and to give a chance to the new convocation of the BiH Council of Ministers.
