Džaferović: There will be no obstruction of budget adoption

SARAJEVO, August 1 (FENA) - BiH Presidency Member Šefik Džaferović believes there will be no obstruction in the BiH Parliamentary Assembly when it comes to adopting the BiH institutions' budget, which was adopted at the BiH Presidency session yesterday.

He emphasized that each budget item was agreed upon between all three cabinets, but that BiH Presidency member Milorad Dodik voted against for reasons that, according to Džaferović, are not related to the content of the budget, but to his earlier position on the formation of the new BiH Council of Ministers.

“The budget is nothing atypical of everything we have had so far and I expect it to be adopted because it is everyone needs it,” he said.

He urged Dodik and Čović, and all others in BiH, to immediately start implementing election results when it comes to state and FBiH levels of government.

Džaferović points out that the only thing he seeks is compliance with the law, the Constitution and existing solutions, and that in this case government at the state and FBiH level would be formed very quickly.

“The problem is that DodIk and Čović set certain prerequisites, duly expressING their willingness not to adhere to the rule of law. Dodik openly denying NATO's path to BiH, and Čović by conditioning the implementation of election results through changes to the Election Law,” Džaferović said.

He stressed that the Party OF Democratic Action (SDA) and all pro-Bosnian parties that are part of the coalition do not require anything but compliance with existing regulations and laws.

He considers it realistic that the SNSD will be part of the government at the BiH level, that the coalition has already been defined, but that they need to offer a program in which they will clearly state their commitment when it comes to NATO's path to BiH.

“The Annual National Plan is a list of plans that each country sets out to implement in cooperation with NATO. BiH is already part of the MAP and it is not possible to take steps backwards,” he said.

He also stressed that Čović should initiate the procedure of appointing the FBiH President and Vice-Presidents through the Croat Caucus in the House of Peoples of the Federation of BiH Parliament and that this is the beginning of the formation of the government at the FBiH level.

Commenting on the statement by the President of the Republic of Croatia, Kolinda Grabar-Kitarović, that “BiH conducts an aggressive policy towards Croatia”, Džaferović said that BiH does not ask Croatia for anything that does not belong to it under international law.

He believes that it is not aggressive if BiH does not want Croatia to adopt laws that alienate other people's property, or dispose of nuclear waste near the BiH border, or if BiH requires recognition of the rights of workers who worked in Croatia until the 1990s.

“It's aggressive if you oppose it. If anything is in dispute, that's why there are international real instances,” Džaferović said, adding that BiH has never pursued an aggressive policy towards any of its neighbors.
