Capital investment continues to be the focus of FBiH Government (VIDEO)

SARAJEVO, April 26 (FENA) - The Government of the Federation of Bosnia and Herzegovina, at its today's session, has determined its largest agenda since the beginning of its mandate both by number of items and by content, Prime Minister Fadil Novalić said at a press conference during the session.

He, as well as other government officials who addressed the press on this occasion, congratulated the citizens the forthcoming International Workers’ Day, May 1.

Deputy Prime Minister and Minister of Finance Jelka Milićević emphasized the Government's commitment to support capital investments, therefore 107 million KM from the budget surplus made in 2017 will be directed to supporting the construction of highways and speedways, through the rebalance of this year’s budget.

The consolidated report for 2017 reads that that year was successful due to increased revenues, deficit reduction and surplus increase, Ms. Milićević said.

Revenues are higher by 8.2 million KM, or 8.5 percent compared to 2016. Tax revenues make the most percentage in this, with 89.5 percent, while non-taxable ones increased by 13.8 percent.

Last year, the number of employees in the cantons and municipalities grew, while it decreased at the FBiH level.

The deficit was reduced by 329.4 million KM, so the Federation of BiH has an accumulated surplus of over 122,458,000 KM, the FBiH Finance Minister concluded.

Among the levels of government, only the cantons recorded a deficit, while the FBiH and municipal levels have accumulated a surplus.

Minister Milićević pointed out that at today's session the Government had approved the proposed decision to accept borrowing due to crediting of certain road sections on Corridor 5-C. The approved debt amounts to a total of 260 million euros, and with 107 million KM from last year's surplus, conditions will be created for the intensification of the construction of road infrastructure in the second half of this year, she announced.

The journalists were also addressed by the FBiH Justice Minister Mato Jozić, who stated that the Government had established the Draft Law on the Constitutional Court of the FBiH, which allows the implementation of the judgment of that court of 26 April 2017, by which the FBiH Parliament was ordered to pass a law on the Constitutional Court.

“The Constitutional Court exercises its organization and activity on the principle of financial independence, which is reflected in the independent determination of the proposals of budgetary funds in the current year required for the exercise of competences, which it submits to the FBiH Ministry of Finance in accordance with the deadlines laid down in the Budget Law of FBiH with the aim of including this proposal in the FBiH Budget,” Minister Jozić said.

The government today also approved the Draft Law on Suppression of Organized Forms of Criminal Offenses of Corruption, Organized Crime, Terrorism and Inter-Cantonal Crimes, Minister Jozić said.

This law announces the establishment of special departments of the Supreme Court of FBiH and FBiH Prosecutor's Office, which would have jurisdiction for the territory of the FBiH in prosecuting these crimes.

The main reason for adopting this act is the creation of the necessary institutional prerequisites for more effective suppression of organized forms of criminal offenses of corruption, organized crime, terrorism and inter-cantonal crime, he stressed.

With the beginning of the application of the newly approved law, the current law on combating corruption and organized crime in the FBiH from 2014 will expire.

The money in the budget for the establishment of special departments in the Supreme Court and the Prosecutor's Office has already been secured, and for this purpose the premises of the Police House in Sarajevo will be made available, and the prerequisites will be made for these departments to start with operation by the end of this year, Mr. Jozić said.

He informed the public that the FBiH Government had today also approved the Proposal of the Law on Amendments to the Law on Bankruptcy Proceedings, which enables the implementation of the ruling of the Constitutional Court of FBiH from March 23, 2016. As stated in this judgment, claims arising from employment, and arising from the practice of the European Court, constitute part of the assets of persons who are employed, including employees and the insolvent debtor. Therefore, labor receivables are an imperative that must be respected without exception.

The newly-proposed law therefore prescribes that the claims of a higher payment priority shall include the claims of the employees and the former debtors' employees incurred before the day of the realization of the bankruptcy proceedings in the total gross amount, the severance pay up to the amount prescribed by the law or the collective agreement and claims based on compensation for damage caused by an injury at work or professional illness. This means that the claims of employees are not limited to either the amount or the deadline, Mr. Jozić said.

The FBiH Deputy Prime Minister and Minister of Labor and Social Policy Vesko Drljača, who also addressed the press conference, informed the public about the harmonization of pensions in FBiH on the basis of the current new law on pension and disability insurance. This refers to an increase in pensions of 3.5 percent on the basis of the prescribed alignment on every April 15th.

Mr. Drljača has confirmed that the payment of April pensions in the Federation of BiH will start on May 4 and the pensions realized until December 31, 2017, not including the maximum, will be increased by this amount, as well as the minimum and guaranteed pensions realized in 2018.

The increase is valid from 1 March 2018, so the pensioners will receive the needed amount retroactively on 4 May, Mr. Drljača said.
