‘E-budget’ provides uniformity in budget planning between the cantons (VIDEO)

SARAJEVO, March 27 (FENA) - Deputy Prime Minister of FBiH and Finance Minister Jelka Milićević and the US Ambassador to BiH Maureen Cormack presented today an information system for budget management, "e-budget" in Sarajevo.

It enables all the cantons to prepare their budgets with the help of the up-to-date platform.

"This means that we now have uniformity in budget planning between all the cantons and a direct link with the FBiH Ministry of Finance," said Milićević.

She added that the launching the e-budget represents the first step in establishing full transparency in assessing the fiscal position in FBiH, which is not easy considering the level of decentralization.

- The ‘e-budget’ is an application and a tool, which not only standardizes the budget process, but significantly reduces the possibility of errors, and enables real-time different analyses of changes in individual measures in the budget adoption process,” emphasized Milićević.

It is important that the e-budget contains a module for assessing fiscal impacts, because, in addition to the detailed analysis of the impact of certain regulations, it imposes a new and a higher standard of responsibility for all decision-makers.

The e-budget, as Milićević stated, will have long-term positive effects on the quality of public finances in FBiH.

She expressed gratitude to the partners from the United States in providing technical assistance under the USAID's FAR Project and the Strengthening Governing Institutions and Processes Project (SGIP).

The project has secured the Software, hardware and training for 10 cantonal ministries of finance and the Ministry of Finance of FBiH, together with real-time data input, which will be made available to the public.

“USAID has invested around 700,000 KM this e-monitoring and budgeting project,” said Ambassador Cormack, adding that, in addition to transparency, the e-budget will help to monitor the cash flow in the budgetary resources in FBiH.
