MOSTAR, Mar 12 (FENA) - Commenting on the possibility for the solutions regarding the Election Law to be imposed by the international community, the Chairman of the General Council of the Croatian National Assembly of BiH (HNSBiH), Bozo Ljubic, concluded that it would not happen.
"With regard to the mandate of the High Representative Office that arises from the Security Council, they can do it. However, I hope neither they will nor will it be needed - Ljubic told reporters in Mostar after the session of the General Council of HNS BiH.
According to his words , the situation, which led to the de-constitutionality of the Croatian people in the FBiH, is the result of the imposed decisions of international institutions.
Asked by the journalists whether two solutions mentioned by the OHR were acceptable, Ljubic said he would not comment on it because these proposals, as he said, were the cause of certain speculations.
"I believe that we need solutions in BiH that will be sustainable and that will provide for formation of legitimate authority bodies after the elections, which is the best basis for building BiH that will make sense," Ljubic said.
According to his words, if there is a political will and responsibility, it is possible to reach agreement to change the Election Law.
- If there is no agreement and the Electoral Law has not been changed, it is clear that the elections may be scheduled, but the results of the elections will not be implemented - said Ljubic.
He explained that in that case the governments could be formed in Republika Srpska, Brcko District and in the cantons.
- It will not be possible to elect President and Vice-President of the FBiH nor to form the FBiH Government, parliamentary assembly will not be established, nor the Council of Ministers, which could be established, but will not make sense because there would be no authority body to send laws to - Ljubic pointed out.
If this is not enough warning to all those concerned, then those who will obstruct this will be responsible for all that could happen to BiH, he added.
The General Assembly of HNS BiH at today's session in Mostar concluded that the interest of the Croatian people and BiH was to put the electoral process back into the constitutionality framework.
Legitimacy of representation in BiH institutions must be respected when all three constituent peoples are concerned, Ljubic said.
He pointed out that the changes of the electoral law should include the House of Peoples of the FBiH and the Presidency of BiH as this is the essence of the decision of the Constitutional Court of BiH.
