HJPC and EU Delegation favor more efficient prosecution of corruption and organized crime perps

SARAJEVO, June 17 (FENA) - The High Judicial and Prosecutorial Council (HJPC) of Bosnia and Herzegovina and the Delegation of the European Union (EU) to BiH continue activities in the project "EU Support to Judicial Reform in BiH - IPA 2019" to more efficiently prosecute corruption cases and organized crime, the judiciary said.

Strengthening inter-institutional cooperation between the authorities is one of the key steps in that direction, and the meeting of the HJPC and the EU Delegation with the judiciary, held on June 16 in Trebinje, is a continuation of thematic meetings with representatives of courts and prosecutors' offices. 

The goal of the joint meetings is to establish mechanisms and ways of working towards more efficient processing of organized crime and corruption cases in the country, emphasizing the findings of the Report of Experts on Rule of Law in BiH, OSCE Mission to BiH and other relevant international and domestic reports.

- The obligation of all judicial institutions is to find modalities of joint interaction that will enable more efficient action, more effective work, and adequate response of the judiciary to organized crime and corruption. This is a problem we have to deal with if we want to persevere on the path to joining the EU - said Halil Lagumdžija, President of the HJPC BiH.

As stated by Drino Galičić, representative of the Delegation of the European Union to BiH, the latest Peer Review Report indicates that the lack of cooperation between police agencies and prosecutors' offices, insufficient number of proactive investigations, confirmed indictments, and convictions, hinder justice in BiH on the road to the EU. EU experts recognize part of the solution in ensuring the consistency of case law, especially with regard to the same standard of proof, which was the topic of both this and the previous thematic meeting in January this year.

During the meeting, they also discussed the positive practices of individual courts and prosecutor's offices, the quality of indictments, and systemic shortcomings that need to be overcome in future joint action.

Earlier, meetings were held with representatives of the Court of BiH, the Prosecutor's Office of BiH and some first and second instance courts, competent prosecutor's offices in BiH, as well as the legal community.

In this way, the HJPC wants to show determination in creating policies and measures aimed at strengthening judicial capacity in the criminal justice system for more efficient and quality work in the processing of this type of case.
