Čović: Solutions should be sought in BiH institutions through talks and agreements

BANJA LUKA, February 1 (FENA) - Speaker of the House of Peoples of the Parliamentary Assembly of BiH and President of the HDZ BiH and the Croat People's Assembly in BiH, Dragan Čović addressed a special session of the National Assembly of Republika Srpska in Banja Luka today and spoke on the topic of "political and economic situation in BiH."

 

He pointed out that there is no other way but to seek solutions in the BiH institutions through talks and agreements.

"You will best protect Republika Srpska in the institutions of BiH," Čović said in his address. 

He stated that it is clear that the executive, legislative and judicial authorities do not function in BiH today, and that BiH has not been a state governed by the rule of law for a long time.

"And what little has remained that it still works at the level of BiH has been turned into the representation of individuals or political options. Some ministers in the Council of Ministers of BiH, when conducting and implementing foreign policy, implement it and speak on their own behalf, or on behalf of political parties or peoples, and not as it should be in the Constitution, to know what the strategy is in that foreign policy, who leads it and in what way," Čović added.

He stated that international institutions in BiH have made approximately 950 decisions of various content in order for BiH to function, predominantly between 2000 and 2005.

"Someone mentioned the imposed solutions and laws - 338 of them were passed, not including Inzko's law. Exactly 187 people were dismissed from their duties through the decisions of the High Representatives," said Čović.

He emphasized that it was important to discuss the BiH Election Law, recalling that the recent negotiations were completed in the format in which they were conducted. He added that the Election Law is related to the decisions of the Strasbourg Court and, of course, the Constitutional Court of BiH.

Čović emphasized that it is imperative to preserve the BiH Constitution and reiterated that "BiH can live as a country of three equal peoples, and not as a unitary state."

"Protect Republika Srpska, in which the door should always be open for the other two peoples. We have a difficult situation on the political scene in BiH and that is why we must seek a solution to the problem through talks," said Čović.
