SDP BiH to submit amendments to Budget Execution Law in the FBiH Parliament

SARAJEVO, January 9 (FENA) - The Social Democratic Party of BiH (SDP BiH) will submit 17 amendments to the FBiH Budget Execution Law to the parliamentary procedure on Monday, implementing the recommendations of the FBiH Audit Office, protecting the legality and transparency of the spending of public money, and suspending the right to sign payment orders to persons with a confirmed indictment against them.

"Specifically, one of the amendments, in accordance with the audit recommendation, abolishes the right of politicians to distribute public money through the current reserve without clear criteria and non-transparently, as if it were private funds. A set of additional 15 amendments implements the practice that for all decisions/decrees on the distribution of tens of millions of public funds, the obligatory consent of both houses of Parliament must follow.

As the SDP BiH states in a press release, the experiences of previous years and subsequent audit analyses have identified countless unlawful activities, where the money for saving jobs was distributed to those who in fact, laid-off workers.

"We believe that it is important that the programming aspect of the public funds spending by the FBiH Government is monitored by the competent bodies of the FBiH Parliament, which ensures the necessary transparency, but also additional oversight.

Also, the FBiH Government is in a situation of legal nonsense, which is that the signatories of payment orders are under indictment for misuse of public money and that they continue to have 5 billion KM at their disposal. It is clear that this is a high degree of anarchy and lack of political culture, which is a product of the technical mandate and non-implementation of election results.

By adopting one of the proposed amendments, we are temporarily suspending the right of disposal for the persons who have confirmed indictments against them, which is the practice of the FBiH Government itself towards civil servants in similar cases.

In this way, we can prove that BiH is a state governed by the rule of law and that the same rules apply equally to all," it is stated in the announcement of the SDP BiH.
