SARAJEVO, May 29 (FENA) - The Council of Ministers of Bosnia and Herzegovina, at an extraordinary telephone session today, adopted a Decision on mandatory application of preferential domestic treatment for one year, starting on June 1 this year, with the aim of combating the effects of coronavirus pandemic in BiH.
Given the difficult operations of BiH companies, caused by the coronavirus pandemic, in this way we want to help domestic companies to get jobs in public procurement procedures, the Council of Ministers of BiH announced.
According to the decision, when calculating the prices of bids, for the purpose of their comparison, the contractor is obliged to reduce the prices of domestic bids by a preferential domestic factor of 30 percent in public procurement procedures where a procurement notice is published or a call is issued to candidates on procurement in the period from June 1, 2020 to June 1, 2021.
In accordance with this decision, domestic bids are those submitted by legal or natural persons established in Bosnia and Herzegovina and registered in accordance with the laws of BiH and where in the case of contracts for the supply of goods, at least 50 percent of the total value of the goods offered originate from BiH, and in the case of service and works contracts, at least 50 percent of the workforce for the execution of the contract are residents of Bosnia and Herzegovina.
At its 6th regular session on Thursday, the Council of Ministers of BiH instructed the Public Procurement Agency to prepare the mentioned decision, it is stated in the announcement.
