Bevanda: In the arrangement with IMF, the fiscal agent is Central Bank

SARAJEVO, May 28 (FENA) - Minister of Finance and Treasury of BiH Vjekoslav Bevanda stated during the break of today's session of the House of Peoples of the Parliamentary Assembly of BiH that the interpretation that he can distribute IMF funds from the Central Bank account is untrue.

“In the arrangement with the IMF, the fiscal agent is the Central Bank, and the Ministry of Finance and Treasury does not have that role,” Bevanda pointed out.

He added that the Council of Ministers proposed two decisions - the first on the issuance of a bill of exchange or guarantee that the funds will be returned and the second which is disputable, and that it is not true that it determined that the mentioned funds be withdrawn from the Central Bank by the cantons.

Bavanda emphasized that the decision stated the percentage of funds belonging to entities and the Brčko District, because the Letter of Intent and the signed Memorandum of Understanding also stated - the Republika Srpska and the Federation of BiH and all its 10 cantons.

“The Central Bank has issued a request to the entities and the Brčko District to determine the instructions they sent and now there is a speculation that there is no decision of the Council of Ministers that was twice overturned in the Secretariat, and is ready to be adopted without changes if there is political will,” said Bevanda.

Regarding the adoption of the budget of BiH institutions, he explained that the Ministry of Finance and Treasury did everything to be offered for adoption to the Council of Ministers in February, where Serb ministers voted against due to the outbreak of the pandemic, and it was sent to the BiH Presidency.

“It was returned from the Presidency to be adjusted to the conditions of the pandemic, and the ministry officials are working professionally on that, but that adjustment should be coordinated individually with about 100 budget beneficiaries,” Bevanda said.  

He announced that the adjusted budget will be sent to the Council of Ministers in the next few days, after which it should be sent to the Presidency and finally to the Parliamentary Assembly of BiH.
