Amendments to Law on VAT rejected in BiH PA House of Peoples

SARAJEVO, May 28 (FENA) - MPs in the House of Peoples of the Parliamentary Assembly of Bosnia and Herzegovina did not support the request of the House of Representatives to consider amendments to the Law on VAT.

At the previous session, the House of Representatives adopted amendments proposed by the Speaker of the House Denis Zvizdić (SDA), as well as a conclusion to the House of Peoples to consider the law in an urgent legislative procedure.

Zvizdić said that the amendment to that law concerns the postponement of the deadline for submitting VAT return in order to mitigate the effects of the economic crisis in BiH by adopting a temporary decision to postpone the deadline for submitting VAT return until the last working day in a month, for a period not exceeding 90 days.

“The amendment also envisages that the Council of Ministers of BiH can extend the deadline to additional 90 days,” said Zvizdić.

He stressed that the intention is to mitigate the economic impact on businesses in BiH and workers, given that they will be most affected by the economic crisis caused by coronavirus pandemic and enable normal business of companies and businesses in BiH and facilitate their survival in the market.

During the discussion, Deputy Speaker of the House of Peoples, Bakir Izetbegović (SDA), appealed to everyone to adopt the proposal, emphasizing that Zvizdić had performed a responsible function before and that he had the right information. He stressed the need to help the real sector that 'feeds the public sector', without populism and politicking.

Referring to the problem of distribution of IMF credit funds, Izetbegović pointed out that the BiH Council of Ministers is not authorized by the Constitution and the law to determine the way of distribution of IMF credit funds to the entities.

“The Council of Ministers of BiH is not authorized to even determine how the RS will distribute funds among municipalities, as well as in the Federation of BiH,” said Izetbegović.

Speaker of the House of Peoples, Dragan Čović (HDZ), reminded that the agreement on the distribution of those funds was reached at the highest level, with the participation of foreign factors, and said that it is really high time to solve the problem, which requires additional political will.

“Please do not let it look like we are not able to share the funds we received,” said Čović.

In the end, the proposal did not receive support in the House of Peoples.
