TIBiH: Irregularities in appointment of FBiH Development Bank Supervisory Board

BANJA LUKA, May 17 (FENA) - Transparency International in BiH (TIBiH) reminds that the Government of the Federation of BiH on Saturday agreed to appoint the same persons for the second time as acting members of the Supervisory Board of the FBiH Development Bank, point out the TIBiH, according to the law, these appointments must not be repeated, and the political engagement of individual members is disputable.

TIBiH also reminds that Igor Živko, Almir Zulić, Amir Avdić, Mehmedalija Hadžović, Adisa Arapović-Omerbegović, Božo Vukoja and Zvonko Landeka were temporarily appointed to the Supervisory Board on January 17 this year.

"Their mandate was extended again on May 12, although the Law on Ministerial, Governmental and Other Appointments of the FBiH prescribes that these appointments are made for a period of three months and may not be repeated. Also, the Law on the Development Bank clearly states that the President and members of the Supervisory Board cannot perform duties in a political party, so from that point of view, the composition of the Supervisory Board is disputable.

Namely, a member of the Supervisory Board Adisa Arapović-Omerbegović performs the duty of vice-president of the SBB and is a member of the Presidency of that party, and Almir Zulić is a member of the Main Board of the DF, and according to the law, political party duties they perform are incompatible with membership in Supervisory Board, underlines TIBiH.

Transparency International in BiH has previously warned of irregularities in the appointment of the FBiH Development Bank, especially in the case of a former member of the Supervisory Board Mersiha Slijepčević, who conditioned her resignation with being appointed as the acting chief executive officer of the bank.

"Slipičević was in a conflict of interest in this way because she could influence not only her own appointment but also working conditions, such as salary and other rights," stressed TIBiH.

TIBiH states that the Financial Police and the Banking Agency recently performed control of the FBiH DB, examining the operations of that institution, precisely in the part related to the appointments of the acting management, as well as disputed loan placements.

TIBiH warns that the FBiH Development Bank must get rid of political influence, especially because the Supervisory Board has a key role in appointing the credit committee, and calls on the FBiH Parliament to discuss the situation in the FBiH Development Bank at one of the next sessions.

TIBiH reminds that the same problem exists in the Investment and Development Bank of the Republika Srpska (IRB RS), because the recently appointed acting director Dražen Vrhovac currently serves as a member of the RS National Assembly, and is also a member of the SNSD general committee.

"The Law on IRB and the statute of this bank clearly prescribe that members of the management cannot perform duties in a political party and be members of the legislative power, and Vrhovac currently performs all the above-listed duties," warned the TIBiH.
