Alagić: Procurement of ventilators done in accordance with existing procedure

SARAJEVO, April 28 (FENA) - Sanita Alagić, assistant director of the FBiH Civil Protection Administration, speaking about the case of procurement of ventilators using the services of the company "Srebrena malina" (Silver Raspberry), said the company was the only one to have guaranteed to deliver the ventilators by the end of April.

She points out that the decision on the procurement of the necessary equipment was made by the FBiH Civil Protection Staff, and the FBiH Government procured the equipment on the basis of the Decision on prior approval of the Decision of the FBiH CP Staff, and then on the allocation of funds from the 2020 budget reserve.

"On this occasion, I thank the FBiH Government for its commitment to the acquisition and strengthening of our health care system, as well as to 'Srebrena malina' company, which was able to procure the ventilators from China," Alagić told reporters.

"We can all agree that in the worsened epidemiological situation, it has been very challenging for other countries in the region to obtain the necessary equipment. It was the only company that offered to deliver the ventilators by the end of April and that article of the agreement was fully honored, so once again I thank them, ”she added.

The procurement was done according to the procedure, coordinated by the Medicines Agency.

Alagić says that the Agency itself will probably issue its statement on the matter, and probably, the company' Srebrena malina' as well. 

Assistant Director Alagić also said, as far as the FBIH Civil Protection Administration is concerned, the procurement in question was carried out in accordance with the existing law on public procurement.

"All the procedures have been followed, all consents obtained and all decisions adopted, from the FBiH Civil Protection Headquarters to the decision of the Government of the Federation of Bosnia and Herzegovina," she said.

Asked if the Commander of the FBiH Civil Protection Staff, Jelka Milićević, was aware of this procurement and whether the Public Health Institute should have first consulted the hospitals about their need for ventilators, Alagić replied that they consulted the hospitals in the Federation of BiH that were in urgent need of them. 

"Jelka Milićević, Commander of the FBiH Civil Protection Staff, also the FBiH Minister of Finance, is aware of all the decisions made on the procurement of the necessary medical equipment and supplies in the conditions of an aggravated epidemiological situation," said Alagić. 

"All decisions on the procurement of all the equipment and supplies have been delegated to the FBiH Civil Protection Staff and all have been unanimously adopted," she said.

When asked who specifically who purchased the ventilators, she replied: “The Government of the Federation of BiH, in cooperation with the FBiH Civil Protection Administration. I repeat, once again - the most important thing is that we got the ventilators and I absolutely do not see the purpose of creating controversy about the procurement method; we should all be proud of the commitment of the FBiH Government to procurements and strengthening of our healthcare system."

Alagić refused to answer questions about the allegedly disputable price of these ventilators, and that they were paid way more than it would have been the case with some other suppliers.

Regarding the issue of the price and debating whether everything was done properly, the competent institutions will certainly be involved, said the Assistant Director of the FBiH Civil Protection Administration.

She also said that they have records of how many other manufacturers had made offers to procure the equipment and that all of the offers more or less meant the delivery deadline would be longer, some even stretched until December.

The company 'Srebrena malina' was the only one that managed to obtain the ventilators from China and deliver them in due time, by the end of April," said Alagić.

The FBiH Civil Protection Administration has paid a part of the money for the procurement, which are the funds for protection and rescue. All decisions and approvals went through the procedure in the FBiH Civil Protection Staff, she concluded.
