SARAJEVO, March 23 (FENA) – The Initiative for Monitoring the European Integration of Bosnia and Herzegovina condemns an order issued by the Civil Protection Crisis Staff of the Canton 10 to announce the names of people in residential isolation in this canton and urges all those responsible to stop further implementation of such measures.
The initiative warns the public and the competent civil protection crisis staffs in BiH that publishing the names of persons subject to a particular measure of isolation could cause labeling, stigmatization and eventual lynching, both for those who do not comply and for those who comply.
“We remind that supervision of persons who are in isolation is solely the obligation of the competent police authorities and not of citizens, neighborhood, family or friends,” stated the Initiative for Monitoring the European Integration of BiH.
Such measure allegedly has no legal basis that would remove the protection of personal data or restrict the right to privacy in relation to the health status of persons, and is a violation of the Law on Protection of Personal Data of BiH, a violation of the right to privacy as one of the basic human rights, and violation of entity patient rights laws.
According to the BiH Ministry of Security, only 2.8 percent of the total number of citizens who have been in home isolation have been fined for contempt.
"We are particularly concerned that this measure could discourage citizens with coronavirus symptoms from reporting to the competent services and subjected to testing in order to avoid public stigmatization and disclosure of their name," the statement said.
