Zvizdić: BiH is not in a position to reject grant funding

SARAJEVO, February 25 (FENA) - Speaker of the House of Representatives of the Parliamentary Assembly of BiH, Denis Zvizdić, after the session of the Collegium of the House, said that he expected a normal session of the House of Representatives tomorrow and a rational approach to all the materials that are of utmost importance to all citizens of Bosnia and Herzegovina.

“I hope we go in that direction. We will see what the vote will be on the important items on the agenda tomorrow,” Zvizdić said.

He stressed that the agenda of the House of Representatives session will include, among other things, agreements accepting more than EUR 140 million in grants for various projects in the field of infrastructure, communal economy, and rehabilitation of hospitals in the RS.

He noted that it was a grant, adding that "it would be completely irrational for anyone, and especially MPs from the RS, not to vote in favor of such financial agreements."

He explained that more than EUR 100 million were earmarked for healthcare sector in RS, of which EUR 30 million for the construction of a new hospital in Bijeljina, reconstruction of the Clinical Center in Banja Luka, EUR 24 million, of which EUR 14 million for energy efficiency and a EUR 10 million grant for the wastewater treatment in Gradiška.

“Therefore, I call on them to be rational and not to wage some political battles in the BiH Parliament, especially not to use them in such a way that goes against economic development, improvement of living standard, improvement of healthcare, education, and economy in BiH,” Zvizdić pointed out.

Zvizdić clarified that these were grants that have practically undergone a complete parliamentary procedure, were adopted unanimously by the previous Council of Ministers of BiH, adopted by the BiH Presidency unanimously as well and are now in parliamentary procedure.

“Bosnia and Herzegovina is not in a position to reject grant funding regardless of political disputes in BiH. I call for the implementation of investment grants in the field of transport infrastructure, communal infrastructure, education, health, etc., and for political battles to be fought on those grounds where political battles should be fought, but not to the detriment of any BiH citizen,” Zvizdić emphasized.

According to the analysis, 90 percent of these agreements, i.e. grant funds, would be implemented in the territory of RS.

“It is not clear to me personally why any RS representative would be against accepting a grant to resolve wastewater treatment in Gradišća,” Zvizdić said.

Asked about the referral to the parliamentary procedure of the draft law on the Constitutional Court, Zvizdić said that when the law is in parliamentary procedure when they see the text of the said law, every parliamentary political party will have their say.  

“As for the political party to which I belong, there has certainly been no discussion on the said draft law or any modalities of that law. We stand firm with our position, it is completely precise and clear - the Constitutional Court is a constitutional category, its competences are not prescribed by any given law but by the BiH Constitution itself,” Zvizdić underlined.
