Tegeltija: BiH Ministry of Finance should propose budget by the end of February

SARAJEVO, February 21 (FENA) - Ministry of Finance and Treasury of Bosnia and Herzegovina should submit the first version of the budget for 2020 to the Council of Ministers by the end of February, Chairman of the BiH Council of Ministers, Zoran Tegeltija (SNSD), said yesterday. 

The journalists were interested in the issue of financing state institutions currently operating on the three-month Interim Financing Decision, which expires on March 31, given the blockade of state institutions as political representatives from Republika Srpska refuse to participate in any state-level decision-making.  

Tegeltija announces that the procedure for adopting this important financial act will be followed in the way prescribed by legal acts.

“The budget decision will depend on how this crisis situation in which BiH is now unfolds,” Tegeltija said.

The budget proposal, according to the procedure, is proposed by the BiH Presidency to the Houses of the BiH Parliamentary Assembly for its adoption.

Journalists also addressed the same question to BiH Presidency Chairman Željko Komšić, who said that if SNSD representatives in the Council of Ministers decide not to support the decision on temporary financing, then they must assume responsibility for it.

The new blockade of government at the state level came after a decision of the Constitutional Court of BiH declaring certain provisions of the Law on Agricultural Land of Republika Srpska unconstitutional, and these provisions treat state property to which the entities are not entitled.

This was followed by a session of the National Assembly of Republika Srpska, when MPs tasked RS political representatives in BiH institutions to suspend any decision-making in the BiH authorities pending the adoption of a Law on the foreign judges’ employment termination and election of domestic judges in the BiH Constitutional Court.
