FBiH MoI presents Handbook on working with persons detained in police custody

SARAJEVO, February 19 (FENA) - A Handbook on Working with Persons Detained in the Police Custody after being deprived of their liberty was presented in Sarajevo at the Police Academy in the presence of security institutions, cantonal police commissioners, heads of sectors of uniformed police, international representatives and the media.

The full official title of the act is the Handbook on Working with Persons Detained in Police Custody.

According to the Minister of Interior of the Federation of Bosnia and Herzegovina, Aljoša Čampara, promotion is one of the examples of successful cooperation with the International Criminal Investigative Assistance Program (ICITAP) which has already supported the implementation of various projects that have contributed to development and improvement of the work of the Police Academy of the FBiH Ministry of Interior.

“Thanks to the support of ICITAP, as well as the cooperation and coordination of representatives of the Police Academy of the FBiH Ministry of the Interior and the Cantonal Ministries of Interior, this handbook was successfully created and printed,” said Minister Čampara.

He thanked all those who actively participated in the elaboration and contributed to the improvement of the situation in this field "especially given the fact that Bosnia and Herzegovina is a signatory of the UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.

Čampara reminded that BiH has also ratified the Optional Protocol to the Convention, whose immediate objective is to establish a system of regular visits by independent international and domestic bodies to places of detention. The goal is to prevent torture and other degrading punishments and actions.

Director of ICITAP in BiH William C. Kuehl is satisfied with the ICITAP’s assistance in developing Handbook offering local solutions in a specific area. He is also satisfied with the trust shown to ICITAP in helping to create this hanbook.

Prosecutor of the Sarajevo Canton Prosecutor’s Office Safet Hrapo explains that the idea of drafting the Handbook originated when ICITAP noted the different behavior of police agencies in this area in the Federation of BiH. For example, some cantonal interior ministries had detention units, and only certain premises, often unconditioned.

Prosecutor Hrapo emphasizes that the Handbook envisages the provisions of international conventions, and all that has been done to harmonize the practice and he adds that ICITAP has provided considerable support in drafting the Handbook which creates preconditions for the said harmonization.
