BANJA LUKA, February 5 (FENA) – SNSD caucus has proposed for the next session of the National Assembly the adoption of amendments to the Election Law of the Republika Srpska under emergency procedure.
They propose that in cities that have more than one municipality, the election and recall of the mayor shall be carried out in the manner and in accordance with the procedure provided by this law for election of a municipal councilor, that is, the election and recall of the mayor.
Mayors in cities with more than one municipality would be elected by voters registered in the Central Voter Register of municipalities within the city.
They state that the RS Election Law did not fully and consistently implement the relevant legal norms of the Election Law of Bosnia and Herzegovina, since the election of the mayor of a city that does not have several municipalities is done in one way, and the election of the mayor of the city where there are more municipalities in its composition is done differently.
“In this regard, it is justified to question the legitimacy of the mayor of a city with several municipalities, if he was elected indirectly, not directly and in direct elections,” the SNSD stated in its amendments to the RS Election Law.
In the same way, it may be observed the recall of the mayor elected this way, whereby the relevant provisions of the Election Law of Bosnia and Herzegovina and RS established for the recall of the mayor apply only to the mayor of a city with not more than one municipality, while the procedure of recalling the mayor of the city which has several municipalities in its composition, conducts it indirectly (by the vote of city councilors).
Amendments to the law have been proposed under emergency procedure as this is an election year.
