FBiH Development Strategy presented to Association of municipalities and cities

SARAJEVO, January 31 (FENA) - FBiH Prime Minister Fadil Novalić and FBiH Finance Minister Jelka Miličević today presented Draft Development Strategy of the FBiH for the period from 2021 to 2027 at the session of the Presidency of Assembly of Association of Municipalities and Cities of the Federation of Bosnia and Herzegovina.

According to Novalić, this is the first time in the Federation of BiH that such a document has been adopted, which defines public policies, directs the development of the territory of the FBiH, cantons and local self-government units and with the strategic goals and priorities set, provides a roadmap for overall social development.

He pointed out that the document is an expression of the harmonization of moves when it comes to socio-economic reforms in the Federation of BiH.

“We started working on the Development Strategy for all levels. We are making progress, but we need faster progress regarding the circumstances, and a further focus is on youth departure, social balance and health,” said Novalić.

FBiH Minister of Finance Jelka Miličević emphasized that this is the time when plans and programs are being drawn up and that the FBiH Government is on the path to defining the Action Program on Socio-Economic Reforms.

She stressed that the FBiH Ministry of Finance agrees with the municipalities' opinion that "the distribution of revenues is unfair", stating that not all prerequisites have been created to send a legal solution in this regard to the parliamentary procedure.

President of the Presidency of the Assembly of the Association of Municipalities and Cities of the Federation of Bosnia and Herzegovina Ivan Vukadin expressed his satisfaction that a session was held to discuss strengthening the capacities of municipalities and cities when it comes to legislation and development strategy.

“It is important to strengthen the capacities of local self-government because it is the basic foundation of Bosnia and Herzegovina and the citizens come to mayors for all information and we are the first address they turn to. That is why we regularly give our advice and comments when making legal decisions. We currently have some laws that have burdened local governments with certain things, but from higher levels of finance, they do not follow those obligations imposed by legal solutions. We will fight for this to be put in order in some way,” Vukadin said.

The responsible person for drafting the Strategy is the FBiH Institute for Development Programming, and participants in this process are the competent institutions of the FBiH, cantons and local self-government units, and socio-economic partners. Local self-government units express and represent their interests in the process of drafting the FBiH Development Strategy through the Association of Municipalities and Cities of FBiH.
