SARAJEVO, January 14 (FENA) - House of Representatives of the Parliament of the Federation of BiH adopted several conclusions at today's thematic session on energy, supporting the adoption of the state law on the regulator of electricity and natural gas, transmission and the electricity market in BiH.
Aware of the requirements before BiH for the need and urgency of adopting state-level legislation harmonized with the Third Energy Package, the House of Representatives requests the BiH Council of Ministers and relevant state and entity ministries, including state institutions (State Electricity Regulatory Commission (SERC) and Independent System Operator in Bosnia and Herzegovina (ISO)) related to the adoption of a legislative framework for the field of electricity and gas at the state level, to take necessary steps to reconcile the evident differences and to pass this law as soon as possible, all within the framework of the offered assistance and organization of the EU-Delegation in BiH and USAID.
The second conclusion calls for a parallel approach to harmonization and adoption of the Law on Electricity of BiH with the provisions of the state law on the Electricity and Gas Regulator, Transmission and the Electricity Market in BiH after its adoption in order to transport the provisions of the Third Energy Package.
Also, it is necessary to start drafting and adopting the FBiH Law on Gas, which will be harmonized with the state law on the regulator of electricity and natural gas, transmission and electricity market in BiH, and after its adoption and harmonize it with the amended Law on Gas of the Republika Srpska.
In its third conclusion, the House of Representatives requests that the document on the Program of Restructuring of the Power Sector in the Federation of BiH be urgently considered and approved, and subsequently undertake with the Program planned activities harmonized with those of the RS in accordance with the Third Energy Package.
