Milićević: Citizens need to know how their money is spent

SARAJEVO, January 12 (FENA) - The FBiH Ministry of Finance on its website published a simplified version of the budget of the Federation of BiH for 2020, stating that the purpose of the document, titled 'Budget for Citizens', is to bring it closer to citizens, to make it easier to understand how this document is created.

In her introductory part, Minister of Finance Jelka Milićević, addressing the citizens, stated that they should be informed about the means of financing of public institutions and planning the spending of the money that comes primarily from them as taxpayers.

"In our continued efforts to ensure greater budgetary transparency, we have taken another significant step to bring our work closer to you and to involve you more intensely in the budget process. We are of the opinion that citizens should have knowledge of how public institutions are financed and the spending of public funds, which come primarily from citizens - taxpayers. Therefore, here you see a simplified version of the most important financial document - the Federation of BiH Budget for 2020," stated Minister Milićević.

Milićević emphasized that the goal is to inform citizens about basic budget terms and the course of the budget process.

"Apart from the above, we would also like to present to you the Budget of the Federation of Bosnia and Herzegovina for 2020, first of all, because of its exceptional importance in relation to the entire previous period. Namely, the FBiH Institute for Pension and Disability Insurance became an integral part of it this year, and at the same time, it doubled in importance, and in the full amount of funds that are collected and spent. The Budget for Citizens is intended for everyone who wants to be informed about the plans of the Government of the Federation of BiH for raising and spending public funds and for anyone who wants to monitor the realization of the set goals," said Minister Milićević.

The FBiH Ministry of Finance states that, based on the knowledge of the budget in the published document, citizens might have a better understanding of the news of the kind in the media, and may wish to participate more actively in these processes as they elect representatives in the executive and legislative branches who make decisions on their behalf.

In order to put budgetary control into practice, transparency of budget documents and processes is necessary, as is the ability for citizens to participate in these processes. Creating this document is the way to go, with the ultimate goal of making the government more accountable to citizens.

The FBiH Ministry of Finance, through regular publication of all relevant documents on its website (http://www.fmf.gov.ba/v2/), and in particular by creating such a guide for the first time, seeks to stimulate greater interest and engagement of citizens in budgetary processes, goals and results," stated the Ministry of Finance of the Federation of Bosnia and Herzegovina.
